How to control bandwidth usage?

At home i have a LAN network with 4 PCs sharing a single streamyx account. The LAN configuration consists of a modem/router and a switch for network connectivity. My modem/router is Zyxel P600 series which is connected to a switch (all my the PCs are directly connected to this switch)

So my question is how do i control bandwidth usage for each PCs or distribute the bandwidth evenly for all PCs?
