How Overseas Investment Company Collects Fund

Hello everyone.

Firstly, I do apologize if my question posted is deemed inappropriate. I have tried googling around for answers but perhaps since I may not be well versed in terms of 'investment vocabulary', I am unable to attain the answers that I am looking for.

So my question goes like this.

When it comes to overseas investment plan ( say for example from the US or Singapore ) in Malaysia, how is the process for them to actually collect funds, receive money from the people of Malaysia? In general, what are the Malaysian Bursa laws that needs to be abide by foreign investment company to be able to allow them to receive funds from the locals?

What are the paper/documents/approval that they would actually need in order to collect funds in Malaysia?
Firstly, the initial documentation needed that I have came across upon is SC? or MAS?

For the above question, I think it applies to listed foreign companies.. what about unlisted foreign companies? I am not sure if it differs but do tell

I hope I have string my questions correctly and hopefully you are able to get an idea of what I am asking.

Query about Database/SQL/PHP

hello webmaster pros around,

Generally, I would like to create a sort of a fill-in online registration form.
I am not so good at these sort of programming/technical stuff and what I understand is that to enable me to do so, I would need to actually have some sort of database storage file/SQL/ php programming thingy so that whenever the forms are filled, I would be able to retrieve the information from a certain platform.

My query is that, most likely I would not have the time/knowledge yet to perform and work all this out myself and perhaps I would actually be consulting a freelancer/programmer to help me come up with it.
Can I know what type of 'information' they would actually need to do so? As I am already aware that I have my own webhosting service online and therefore possibly, they could 'link' it to it.

I am asking to ensure that I will only give the appropriate information to them and not be 'cheated' to provide any other info that could be too confidential and unnecessary.

I hope you can understand what I meant here
