advice on painting my wall

hi

after my tenant moved out from my unit, I realised there are many patches and sign of hacking which has been filled by my previous tenant. now my living hall wall looks very ugly.

so I plan to paint the living hall which is in white color before my next tenant comes in.
my questions are
1) do I need to buy sealer or primer ( what's the difference actually ?) before apply white paint
2) since there is already patches on my living hall wall. do I need to scrap the patches off first to make it even before apply New paint ?
3) there are also patches in some room , do I need to repaint the whole wall to get rid of the uneven patches ?
4) what kind of paint of white is recommended ? jotun paint? any good paint shop to recommend ?

I have been offered with project engineer position (fresh) from yogokawa and gutor.

I am writing here to get some valuable opinions to make my decision. I appreciate constructive comment thanks .

Similarities
Both job scope will be related to oil and gas industry. Both offers are for project engineer, thus both position involve project management.

Differences
1) Salary (not my main concern now)

2) Job scope - Yokogawa (60% office 40% installtion, testing, commissioning task)
- Gutor (Only travel during kick off meeting to meet client for requirement, mainly will be doing project management from office,
may involve some testing and commissioning at production site)
3) Specialisation - Yokogawa (Industrial control and automation - Yokogawa DCS, SCADA PLC - involves installation, testing and commissioning)
Gutor ( Mainly only on executing project for UPS system - managing project and some testings. )
* Gutor offers training at Switzerland where HQ located , Yokogawa offers training at their local training centre as well as on job training for installation task*
My main concern is which specialisation be beneficial if I wish to venture into operation part of oil and gas industry? Also, which company offers conducive working environment? Which company can offer alot career development ?

Please advise.
