IT Officer or Programmer

So i'm having a difficulties to choose between Senior IT Officer and a Programmer Position

I've been offered a position above recently , I don't know which to choose , monthly salary for senior IT officer is 350$ higher from the programmer position and workplace is near to where I live, the programmer position is really far and i need to travel by plane and find a room for rent , so basically the programmer position is lower in term of per month income, In a long run I don't know which one is suitable and good for me.

Programmer language used:
vb.net asp.net javascript mssql xcode android studio jquery extjs

Sr IT Officer:
well mostly technical IT stuff and as per my friend suggestion, it officer job scope is smaller compare to programmer and salary might be lower if i change to another company in the near future as experience for IT officer is cheaper compare to sr programmer.

please suggest which position should i take. what do you think, btw the Sr IT Officer company Business Scale is much much bigger than the programmer company

- multi-threading shit and all..

Here is the story, On Friday Midnight I saw his thread selling iphone 5 which was a good deal RM1200, so final price to me is rm1000, so i transferred RM1030 to his Maybank bank , after i transfer the money I'm getting slow response from the seller, and he said his brother posted the item on SUNDAY (Not sure if Poslaju open this day) gave me a tracking number (EF293147179MY) at first i was shocked because this is April tracking number postage to kota kinabalu, then he said it was a typo so gave me new one (EF293257179MY) which haven't updated until now, He said he doesn't know why is this happend and he already contacted the poslaju regarding this matter, he said the latest i receive the goods will be on wednesday which is today. still didn't receive anything, I asked him for the poslaju slip since yesterday , still waiting until now he is quite a busy guy.

What makes me suspicious is
- He is quite busy after I send the payment
- Is hard to get him to reply me because he is busy
- His promise to COD with my dad at KL failed because he is busy
- He gave me a used tracking number at first place (typo)
- Second tracking number haven't been updated by poslaju until now, it's empty
- He post the item with Poslaju on sunday (not sure poslaju open this day or not, maybe yes maybe no)
- He Deactivated His Facebook (he said he deactivate fb due to personal matter)
- He Hide the whatsapp last seen (he said he hide it due to personal matter)

I Hope all this doesn't mean he is conman and i would still like to receive the iphone, but still I want to resolve this asap.
And btw he looks like a guy that have no financial problem on his FB but who knows.
And on my side, Its hard to collect RM1000 for me as a student on college with some part time jobs on Sabah , took me months for this money to buy an iphone 5 which i always wanted.

If any of you can find an information out of this guy will be highly appreciated.

He posted again the iPhone, because he said last postage i gave him an invalid address. which i certainly gave him a right address.

Details of the complaint : broken item (Audio Jack/audio chipset)

I bought his motherboard , as he stated it is "awesome condition" but the audio didn't even work, so i was troubleshooting with my friend as the audio won't work he too on the teamviewer tried to help eventually, I was confirm the audio chipset is faulty. but he denied it says it is on conflict with my Graphic card and all this time he is using hdmi sound never use audio jack before, I don't have hdmi monitor. he also said as long the board is fine I don't care sorry bro, i got to go sorry he said on our teamviewer with notepad conversation , I've been working on this incl fresh install window without any of graphic card related driver installed and install the motherboard original audio driver. it still won't work.I can't do anything much if i can't hear any sound from my pc All i ask if he can add me atleast some money to buy soundcard to fix the problem or send back this motherboard to him to claim warranty(he bare the postage fee) or send this mobo back to him and full refund me. It's really hard to collect rm330 as im still a student don't have a real job and i really wish to have a decent gaming pc . pls help..

edit:he just texted me this is non refundable deal.
edit:confirmed audio chipset faulty, asked expert pc repair shop.
