Intel C2D E8400 3GHz detected as 2.67 GHz?

I just bought Intel C2D E8400. The speed should be 3GHz. But when I run my windows, the clock speed is 2.67 GHz . I wonder why is that. Does it has something to do with BIOS Overclocking setup???

This is the system I'm running:
Intel C2D E8400 3GHz
EN8800GS
5GB DDR2 RAM
Gigabyte EP45-UD3R

Thanks!
