Covid-19: Don't rush to relax SOP for those fully vaccinated, says Health Ministry

PUTRAJAYA: Malaysia should not rush to implement relaxations of standard operating procedures (SOP) for those who are fully vaccinated, says the Health Ministry.

Deputy Health director-general Datuk Dr Hishamshah Mohd Ibrahim said there were lessons to be learnt from countries which had opened up earlier.

“We saw how countries like the United Kingdom and Israel which had opened up early and are now seeing an increase in Covid-19 cases.

“We need to learn from their lessons and not remove restrictions hastily.

“What we need to ensure first is to vaccinate more people. Also, there must be strict compliance towards SOPs.

“The Covid-19 variant that is dominant right now is much more transmissible. So wearing face masks and practising physical distancing must always be maintained. And don’t have large gatherings,” said Dr Hishamshah at a press conference on Friday (Aug 6).

On Thursday, Prime Minister Tan Sri Muhyiddin Yassin said the government would announce the relaxation of SOPs for those who were fully vaccinated in the “new few days”.

Mesyuarat kabinet tegang gara-gara isu kebenaran operasi, dakwa sumber

Hantaran Facebook yang dibuat Menteri Kanan (Kluster Keselamatan) Ismail Sabri semalam mengundang perhatian, dengan ada yang melihatnya sebagai sindiran berkaitan kebenaran operasi kilang ketika sekatan pergerakan penuh pada masa ini.

Sumber Malaysiakini di Putrajaya mendakwa berlaku ketegangan antara Ismail dengan Menteri Perdagangan Antarabangsa dan Industri Azmin Ali dalam mesyuarat sebelum ini.

"Saya difahamkan berlaku sedikit ketegangan dalam mesyuarat Kabinet antara menteri kanan keselamatan dan menteri kanan ekonomi.

"Ia berpunca daripada tindakan saat akhir Kementerian Perdagangan Antarabangsa dan Industri (Miti) untuk mengawal permohonan bagi kebenaran untuk beroperasi ketika perintah kawalan pergerakan (PKP) pada masa ini.

"Ia ditambah pula dengan isu syarikat arak beroperasi ketika PKP yang akhirnya Ismail Sabri arahkan ia ditutup," dakwanya kepada Malaysiakini, hari ini.

Hantaran Ismail di Facebook semalam memaparkan gambarnya sedang menutup pintu pejabat, diiringi dengan kata-kata "Saya dah tutup pintu depan tapi...” disertai dengan emoji sedih.Hari ini, Ismail menjelaskan dia tidak ada sebarang maksud tersembunyi ketika membuat hantaran itu. Azmin pula menggesa mana-mana pihak agar tidak membuat spekulasi dan menjelaskan barisan menteri bekerja sebagai satu pasukan untuk memerangi wabak Covid-19.

Pada masa ini, terdapat 17 perkhidmatan penting yang dibenarkan beroperasi sepanjang sekatan pergerakan penuh yang berkuat kuasa 1 Jun lalu. Kilang yang menghasilkan barangan penting untuk rantaian bekalan dibenarkan beroperasi dengan tenaga kerja yang dikurangkan, ada yang sehingga pada kadar 10 peratus.

Bagaimanapun ada pihak yang mendakwa lebih banyak kilang wajar dihalang daripada beroperasi memandangkan data menunjukkan sektor perkilangan dan pembuatan menjadi penyumbang terbesar kes Covid-19 setakat ini.Sementara itu, sumber tersebut turut mendakwa Ismail begitu kecewa dengan tindakan untuk mengendalikan permohonan kebenaran operasi.

"Tugas telah diberikan untuk setiap kementerian memberi surat kebenaran operasi (bagi sektor yang relevan), namun pada saat akhir ia kembali kepada Miti.

"Ismail Sabri kecewa dengan perkara itu kerana ia akan menyulitkan rakyat," katanya lagi.Pertentangan antara dua menteri kanan itu terus diperkatakan hari ini, apabila Ismail dilaporkan berkata soalan berkenaan kebenaran operasi perlu dikemukakan kepada Miti.

"Saya susah nak jawab sebab kita sudah menyerahkannya kepada Miti, jadi Miti boleh jawab," katanya seperti dipetik Berita Harian.

Pada masa sama, Azmin dalam kenyataan berkata kementeriannya bukan penentu tunggal bagi kebenaran operasi.Katanya, sehingga kini sebanyak 15 kementerian menggunakan Sistem Pengurusan Pintar Covid-19 (CIMS) 3.0 bagi urusan itu.

Chinese movie China Captain slammed as rip-off of Marvel films

A Chinese web movie featuring an assortment of characters from Chinese folklore and novels has been slammed for ripping off Marvel's superhero movies.

China Captain, the title of the movie which bears similarities to Marvel's Captain America, was released on Tencent Video streaming website on May 18.

The story tells of a group of Chinese heroes who declare war on a bunch of foreign superheroes who have encroached on their turf in China.

The movie, directed by He Yizheng, stars relatively unknown actors such as Zheng Xiaofu, Li Taiyan and Du Qiao.

It features characters such as the Monkey King from the classic novel Journey To The West, eccentric monk Ji Gong and late kungfu star Bruce Lee.

There are also characters from late author Louis Cha's martial arts novels such as Yang Guo, Wei Xiaobao and Dongfang Bubai.

Some of the characters seem to have super powers, such as Justice Bao from the Song Dynasty firing laser beams from his crescent-moon shaped birthmark on his forehead; and Guan Yu from the Three Kingdoms period having laser-like eyes.

Some Chinese netizens said it was so bad that they had to stop watching it after a while and lambasted the weak story and poor special effects.

Other netizens said there were several similarities to the Marvel Cinematic Universe movies, such as the film opening with the flipping of comic book pages and the assembling of the Chinese heroes towards the end.

Despite the bad reviews, the movie has a rating of 7.7 on Tencent Video, which left some wondering if the score was a true reflection. – The Straits Times/Asia News Network

Polis Indonesia menahan seorang pelajar warganegara itu yang dipercayai terbabit dalam pembikinan video lagu Indonesia Raya, yang diubah suai liriknya dan menghina negara berkenaan.

Menurut Ketua Agensi Siasatan Jenayah Polis Indonesia Listyo Sigit Prabowo seperti dipetik media tempatan menyatakan, suspek ditahan lapan malam tadi di sebuah rumah, di Cianjur, Jawa Barat.

“Polis menahan suspek lelaki, berinitial ‘MDF’, dan menyita satu telefon bimbit, satu SIM card dan set komputer,” katanya.

Setakat ini polis belum mendedahkan identiti lengkap suspek berkenaan. (seperti umur, asal, dan belajar di mana).

Penangkapan itu adalah hasil kerjasama siasatan kes berkenaan melibatkan Polis Indonesia dan Polis Diraja Malaysia.

Sebelum ini sebuah video telah dimuat naik oleh individu tidak bertanggungjawab di ruang komen di laman Youtube My Asean, yang memaparkan lagu kebangsaan Indonesia disunting liriknya yang menghina negara Indonesia.

Video di Youtube berkenaan telah dipadamkan, namun video itu dimuat naik ke pelbagai aplikasi lain dan ditularkan, sehingga menimbulkan pelbagai komen kebencian dan kemarahan.

Semalam, Bernama melaporkan Ketua Polis Negara Abdul Hamid Bador berkata suspek video berkenaan dilakukan oleh warga republik negara berkenaan, dan bukan dilakukan di Malaysia.

Dia berkata maklumat itu diperoleh hasil soal siasat terhadap seorang buruh warga Indonesia berusia lingkungan 40-an, yang ditahan di Sabah.

PETALING JAYA: The Yang di-Pertuan Agong and Raja Permaisuri Agong have urged Malaysians to mind the Covid-19 standard operating procedure while celebrating Christmas.

Al-Sultan Abdullah Ri'ayatuddin Al-Mustafa Billah Shah and Tunku Hajah Azizah Maimunah Iskandariah also want Malaysians to be grateful for being granted health and the presence of their loved ones during the festive season.

Istana Negara Comptroller of the Royal Household Datuk Ahmad Fadil Shamsuddin in a statement said the King and Queen extended their Christmas and New Year wishes to all Malaysians.

They said Malaysians must not worry about not being able to celebrate Christmas the same way as in previous years.

"Even though the festival is celebrated with rules, the King and Queen stated that the people must be happy that they are still healthy and can still be with their loved ones.

"The Yang di-Pertuan Agong and Raja Permaisuri Agong advised Malaysians to always be careful and disciplined in practising the SOP while celebrating the festival.

"His Majesty further urged all Malaysians regardless of their backgrounds to pray for Malaysia to be blessed and protected from all harm and be granted peace and unity," he said.

Ahmad Fadil issued the statement from the United Arab Emirates where the King is now on a five-day special visit since Dec 18.

Sultan Abdullah will return tomorrow (Dec 25).

Ahmad Fadil added that the King would undergo the Covid-19 screening upon arrival in Malaysia and a quarantine as required for those who have returned from overseas.

"His Majesty will celebrate the 2021 New Year at Istana Negara under quarantine," he said.

KUALA LUMPUR: Seven foreign men are believed to have run away from a quarantine centre housed in an educational institution here.

Their disappearances were noticed at about 10am on Monday (May 4) after doctors in charge made their rounds and while examining patients under quarantine.

Sources said those who ran away were Indonesians and Bangladeshis, who were living with those who suspected of being positive for Covid-19 at Selangor Mansion, Menara City One and Kampung Baru.

It is learnt that the seven men ran away early in the morning, shortly before sahur.

Doctors in charge then informed police and Rela personnel but efforts to detect them were unsuccessful.

It is believed that the seven men damaged the fence at the quarantine centre before escaping.

Prior to this incident, a Bangladeshi man had also run away from the same quarantine centre on May 2.

Those who escaped were supposed to be under quarantine until Thursday (May 7).

Kuala Lumpur police chief Comm Datuk Seri Mazlan Lazim did not elaborate further, and referred the matter to the National Disaster Management Agency (Nadma), which is the agency in charge of all quarantine centres.

Health DG: New Covid-19 rapid test kits procured

PUTRAJAYA: The Health Ministry has found a reliable antigen test kit from South Korea with a sensitivity rate of 84.4%, which will help boost Covid-19 testing in the country.

Health director-general Datuk Dr Noor Hisham Abdullah said the ministry had already procured the test kits from South Korean firm, SD Biosensor, and was hoping they could arrive by next week.

“We have been testing several antigen test kits, and the good news is that the ones by SD Biosensor have a sensitivity rate of 84.4% and specificity rate of 100%.

“With the antigen rapid test kit, testing can be done at point of care. That means you do not need to send the swab test samples to our 43 labs to get the results.

It can actually be done at clinics or hospitals. They just need to be equipped with biosafety cabinets, ” said Dr "Hisham at the ministry’s daily Covid-19 press conference here.

Previously, Dr Hisham had said the ministry was trying out rapid test kits from various firms but had been unable to find one that had a high level of accuracy.

“The existing PCR (polymerise chain reaction) tests would complement the antigen rapid test kits if there are any doubts over the results.

“This is what we are trying to embark on.

"We have already placed our procurement. Hopefully in the next week or so we can get it.

“Once we do, we can aim for more targeted mass screening, ” he said.

Dr Hisham said currently there were 43 labs in the country which could produce up to 11,500 Covid-19 test results a day.

With the new test kits, the ministry will be able to increase its capacity closer to its target of 16,500 daily tests.

On why the country wasn't conducting mass screenings across the population, Dr Hisham said the ministry’s method was a more targeted approach.

“It is not that we are not doing mass screening. We are doing it, but what we are doing is targeted. For example, we target a street, a sub-district or a village.

“We target specific locations and high-risk groups, ” he said.

He also pointed out that the number of people in the country who had tested positive out of all samples was 5.4% — well below the World Health Organisation's (WHO) recommendation of 10%.

“So far, a total of 90,000 test samples have been taken from individuals in this country. Out of that, the number of positive cases is 5,182, which accounts for only 5.4%, ” said Dr Hisham.

Thailand's latest Covid-19 death linked to Sri Pet

BANGKOK: Thailand on Friday reported 91 new Covid-19 cases and one fatality – a Thai man who attended the tabligh gathering at the Sri Petaling mosque from Feb 28 to March 1.

The man’s death brings the tally of Covid-19 fatalities in Thailand to five, while the number of infections rose to 1,136.

The 50-year-old man was one of 132 Thais who attended the mass religious gathering in Kuala Lumpur. Up to 16,000 people from around the world took part in the event.

“(The man’s) condition deteriorated (on Thursday).

“He was pronounced dead at Sungai Kolok Hospital, Narathiwat at 3am (local time on Friday),” said Sungai Kolok district officer Preecha Nuannoi.

He added that family members of the deceased tested negative for Covid-19.

JOHOR BAHRU: Sejumlah 116 warganegara asing ditahan ketika sedang membuat persiapan untuk solat Jumaat di kawasan atas bumbung sebuah kilang di Muar.

Mereka terdiri daripada lelaki warganegara Bangladesh, Pakistan dan Indonesia.

Ketua Polis Johor, Datuk Ayob Khan Mydin Pithchay berkata pihaknya tidak dapat menerima alasan tidak faham dengan Perintah Kawalan Pergerakan (PKP).

"Mereka ini bukan tak faham tapi buat-buat tak faham. Mustahil tak faham. Saya tak boleh terima, duduk di Malaysia ni selama tiga atau empat bulan, sudah pandai bahasa Melayu dah.

“Tidak dapat diterima alasan itu, kita akan ambil tindakan tegas. Di Muar, kita dapat aduan ada orang awam atas bumbung. Kita akan siasat dan kalau majikan tahu dan sedia maklum (namun) tidak mencegah, kita akan ambil tindakan atas majikan,” ujar beliau.

Beliau berkata demikian pada sidang media di Ibu Pejabat Polis Kontinjen Johor.
Jelasnya, selain 116 orang tersebut, 33 warga tempatan turut ditahan di seluruh Johor atas kesalahan melanggar PKP.

Kesemua yang ditahan disiasat mengikut Akta Pencegahan dan Pengawalan Penyakit Berjangkit 1988.

Manakala bagi warganegara asing akan disiasat di bawah Akta Imigresen 1959/63.

JUMLAH kes positif COVID-19 di Indonesia mungkin akan meningkat antara 600,000 hingga 700,000 orang menjelang hujung April ini, kata jurucakap kerajaan republik itu, Achmad Yurianto.

Beliau yang dipetik Jakarta Globe berkata, ketika ini Indonesia melihat peningkatan kes dari 60 hingga 369 kes, dan pertambahan tujuh kematian menjadikan jumlah keseluruhan terkini sebanyak 32 orang, pada Jumaat.

“Daripada perkiraan kami, jumlah populasi yang mempunyai risiko dijangkiti adalah sekitar 600,000 hingga 700,000.

“Atas sebab itu kerajaan sedang menyediakan satu juta kit ujian bagi pemeriksaan berskala besar untuk mengenal pasti kes positif COVID-19,” katanya dalam perutusan yang disiarkan melalui televisyen di Jakarta.
Achmad berkata, ujian berskala besar itu akan berlandaskan kepada analisa risiko, yang membawa maksud, mereka yang langsung tidak terdedah kepada wabak berkenaan tidak dibenarkan mengambilnya.

Keutamaan akan diberi kepada mereka yang mempunyai kontak dengan pesakit positif COVID-19, jelasnya lagi.

“Apabila seseorang itu positif COVID-19, kami akan mengesan sesiapa sahaja yang mempunyai kontak dengan pesakit itu sepanjang tempoh 14 hari lepas.

“Jika pesakit itu tinggal di rumah, kesemua ahli keluarga mereka akan diarahkan mengambil ujian. Jika berada di pejabat, kesemua orang di pejabat itu akan melalui proses yang sama,” kata Achmad lagi.

Ujian itu, jelas Achmad, akan menggunakan sampel darah untuk memastikan keputusan yang lebih cepat. Jika ada indikasi jangkitan, ujian ‘swab’ akan dilakukan untuk keputusan yang lebih tepat.

Hi, do ktard here have any experience when grad rider sent a wrong order to you. I only order spicy chicken burger but receive mac chicken and fillet o fish set, didnt notice until the rider gone. Want to call him but when looking to history, nò telephon no or motor no plat so how?
