how to check TM block web?

hi, did anyone know how to check on the tm banned website list ? my problem is one of the web i try to access but waited for so long no response(its doesnt show blocked it just that totally no response keep on loading) however when i try to log in via 4G network using my phone then its working fine. so i tried to use my lap top connect to my phone 4G network. and its working as well, so the final test was i went to my friend house that using unifi as well. so the conclusion is TM is block or whatever with the website. did anyone face this kind of issue ? mind to share you experience and how to solve it ?
