Annual Leave for resigned staff

To make it short, i will straight to the situation:

-i have tendered my resignation 1month+ ago, and next week friday is my last working day
-i have applied my annual leave 1 month ago for 1 day which is on next friday

But untill now, the idiot still not yet approve/reject my leave.

I had talked to him and he said once you done the knowledge transfer of your project, your leave should be ok. And i have done the knowledge transfer and i emailed him to ask about the status again, and below is the idiot replies:

"The leave approval is conditional upon your project delivery.
I will approve the leave once I fully taken over your project."

HOnestly, im damn angry now. what a poor management skills he has! 2months not enough to take over the project?
I know the annual leave approval is up to him to approve/reject, but what i want is either approve/reject.

What's the best way to reply to this kind of idiot? FYI, i dont care if the leave will approve/reject.
