PC can't past windows loading

My PC suddenly can't turn on.. When I send for repair I was told that it was HDD faulty..I replace with new one but after 7 months cannot turn on again... I tried with my laptop HDD only past the bios but turn off during windows loading...

Is it because of PSU? Or because of my CPU since I open my PC and found that CPU coolant is dry edy..

Help me sifu...

i just transfer from keningau sabah to kota kinabalu sabah..
when i live in keningau im using streamyx 1mbps..
when i transfer to kk i let my internet at keningau and downgrade it to 384kbps to because im using celcom broadband in kk and only come tp keningaui during weekend..
the problem is when i transfer the streamyx to kk juz now i cannot upgrade 4 mbps..i ask if can upgrade for 2mbps but the girl(i call tmnet) said even 512kbps is not avalaible in my area...
really confuse since keningau is rural area while kota kinabalu is main city at sabah..
could u check my data below if she talking true or bullshit?
