            <description>PETALING JAYA: The National Recovery Council (NRC) will discuss with the Health Ministry about changing the transition thresholds in the National Recovery Plan (NRP) as more Malaysians get vaccinated.&lt;br /&gt;&lt;br /&gt;NRP coordinating minister Tengku Datuk Seri Zafrul Abdul Aziz (pic) said there were examples of a significant drop in hospital and intensive care unit admissions in countries such as the United Kingdom where vaccination rates were around 40%, indicating that the number of serious cases dropped as more people get vaccinated.&lt;br /&gt;&lt;br /&gt;&amp;quot;We see the same trend in Labuan as well as among Health Ministry staff members who have been fully vaccinated.&lt;br /&gt;&lt;br /&gt;&amp;quot;The NRP is dynamic.             <description>PETALING JAYA: Prime Minister Muhyiddin Yassin said tonight a new full lockdown had been recommended but would have cost the government as much as half a trillion ringgit in support measures to prop up the economy.&lt;br /&gt;&lt;br /&gt;Muhyiddin’s government has faced pressure to impose another full lockdown in the face of rising Covid-19 infections, which have gone past 6,000 new cases a day.&lt;br /&gt;&lt;br /&gt;He said a balance between lives and livelihood had to be taken into account in deciding on the implementation of the movement control order to ensure that the people are not badly affected.&lt;br /&gt;&lt;br /&gt;That was why the government decided not to enforce a total lockdown this time because it would cause more people to lose their jobs, leaving them unable to revive their lives and the economy.&lt;br /&gt;&lt;br /&gt;He said the health ministry had said a total lockdown was the best measure to take. However, the government announced tighter restrictions on movements and business hours, and enforced stricter stay-at-home and work-from-home measures.&lt;br /&gt;&lt;br /&gt;Muhyiddin noted that the government had spent RM340 billion last year in six stimulus packages to revive the economy.&lt;br /&gt;&lt;br /&gt;“That is not a small sum, never happened in the country. We used 20% of the country’s gross domestic product to help the people. This is what the people must understand. If we do that (close all economic sectors), we will have a big problem, then the country won’t be able to recover,” he said in a special media interview, according to Bernama.&lt;br /&gt;&lt;br /&gt;Muhyiddin said the closure of all economic sectors from March 18 to May 3 last year caused losses of about RM2.4 billion a day.&lt;br /&gt;&lt;br /&gt;A new lockdown would probably require up to RM500 billion, or half-a-trillion ringgit, to help the people and revive the nation’s economy, he said.&lt;br /&gt;&lt;br /&gt;“We can close (all economic sectors), but when we reopen, the system may collapse because we have to reopen i-sinar, provide Prihatin aid, moratoriums and others. Can the government afford this? Can, but not as much.&lt;br /&gt;&lt;br /&gt;“I don’t want to see my people losing their lives because of my complacency or theirs. I also do not want our economy to collapse,” he said.&lt;br /&gt;&lt;br /&gt;Instead of a full lockdown, he urged the people to practise self-lockdowns. “Some keep asking why not implement a total lockdown? Do your own lockdown, stay at home and tell others to do the same thing. While the top people rake in the moolah, the others get paid a low wage.&lt;br /&gt;&lt;br /&gt;“The Government should look into this and make it a priority concern,” National Union of Bank Employees (Nube) deputy president Abdul Jamil Jalaludeen told FocusM.&lt;br /&gt;&lt;br /&gt;Four days ago, The Malaysian Reserve reported that those holding top positions in Malaysian banks reaped handsome bonuses and increments last year, despite cost-cutting measures due to the COVID-19 triggered economic downturn.&lt;br /&gt;&lt;br /&gt;It was reported that at least three of the top bankers received more than a 10% pay bump, while others received remuneration in bonuses and perks.&lt;br /&gt;&lt;br /&gt;AmBank’s AMMB Holdings Bhd chief CEO Datuk Sulaiman Mohd Tahir recorded the biggest hike in pay, taking home RM6.64 mil last year compared to RM 4.2 mil in 2019, a whopping 58% increase.&lt;br /&gt;&lt;br /&gt;This included a RM2.54 mil on salary and bonuses, worth RM3.14 mil.&lt;br /&gt;&lt;br /&gt;Livid over the matter, Jamil said that the public should open up their minds and see how the income gap between the rich and poor would affect the economy and people’s livelihoods in the long run.&lt;br /&gt;&lt;br /&gt;“Our economic pie is quite big actually but the problem is, the top 1% is gobbling up most of the nation’s wealth while the rest have to share whatever is left of it.&lt;br /&gt;&lt;br /&gt;“More than 90% of our people are either in the B40 or M40 group. While the elites live a lavish life, we live from hand to mouth. What’s worse is that it’s happening right under our Government’s nose but nothing is done,” he stated.&lt;br /&gt;&lt;br /&gt;The unionists also poured scorn on banks which hire foreigners to helm its operations in Malaysia, denying locals of the said opportunity.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;Loan moratorium no, hefty remuneration, yes&amp;#33;&lt;/b&gt;&lt;br /&gt;&lt;br /&gt;“These foreign CEO receive huge salaries and perks but what do they do in return? They outsource jobs to other nations and leave our local workers unemployment,” Jamil remarked.&lt;br /&gt;&lt;br /&gt;On related matter, Opposition Leader Datuk Seri Anwar Ibrahim hurled brickbats on the banks for being insensitive to the people’s suffering.&lt;br /&gt;&lt;br /&gt;“Last year, when we called for a loan moratorium extension to assist vulnerable families and businesses, bankers told us the move may disrupt the banking industry and affect the financial system.&lt;br /&gt;&lt;br /&gt;“Our Finance Minister Datuk Seri Tengku Zafrul Abdul Aziz supported the banks and moved for a targetted approach instead.&lt;br /&gt;&lt;br /&gt;“Now we are told that the banking sector may see profitability this year and has given pay hikes to senior executives as high as 58%.             <description>KUALA LUMPUR (Feb 9): Former prime minister Datuk Seri Najib Razak is alleged to have received a total of US&amp;#036;971 million (RM2.973 billion) said to have originated from 1Malaysia Development Bhd (1MDB), without any commercial or business justification, the prosecution in the condo raid of 2018 told the High Court here.&lt;br /&gt;&lt;br /&gt;Describing the amount as &amp;quot;gargantuan&amp;quot;, the discovery follows the investigations conducted by the police&amp;#39;s Commercial Crime Unit, that found the three tranches of payment made to the former premier&amp;#39;s AmBank account whose last three digits are 9694.&lt;br /&gt;&lt;br /&gt;The three tranches of payment are said to be ill-gotten gain, and investigations of the police unit&amp;#39;s Anti Money-Laundering by Supt Foo Wei Min found the movement of monies from Good Star (US&amp;#036;120 million in five transactions between 2011 and 2012), Aabar stage (US&amp;#036;170 million — six transactions in 2012) and the Tanore stage (three transfers in March 2013).&lt;br /&gt;&lt;br /&gt;&amp;quot;ACP Rajagopal, who was the initial investigating officer during predicated investigation, only discovered the tip of the iceberg based on a report by Datuk Seri Khairuddin Abu Hassan. Based on a detailed money trail conducted on Najib&amp;#39;s 9694 account; he actually received more monies originated from 1MDB as shown in Supt Foo&amp;#39;s money-laundering investigations.&lt;br /&gt;&lt;br /&gt;&amp;quot;Applying the &amp;#39;First-In-First-Out&amp;#39; financial analysis on that Najib&amp;#39;s account, the money trail shows that of the total RM2.973 billion he received, RM2.034 billion was returned to Tanore&amp;#39;s account. The balance money of RM939,546,219.96 in the account was transferred or spent by the former PM in four broad categories.&amp;quot;&lt;br /&gt;&lt;br /&gt;DPP Muhammad Saifuddin Hashim Musaimi, who heads the Money Laundering and Forfeiture of Criminal Proceeds unit of the Attorney General&amp;#39;s Chambers, said this in opposing to third-party claims made by UMNO of RM114,164,393.44 and from Najib, following the Pavilion condo raid in 2018.&lt;br /&gt;&lt;br /&gt;Najib is presently on trial with regard to the Tanore phase, while he had earlier been found guilty and sentenced to 12 years&amp;#39; jail and fined RM210 million in seven charges related to SRC International Sdn Bhd funds, a former subsidiary of 1MDB.&lt;br /&gt;&lt;br /&gt;Saifuddin said the prosecution is objecting the hearing of the third-party application by UMNO and Najib in instalments, as it is the prosecution&amp;#39;s case that all seized items are either the subject matter or evidence to the commission of money laundering offences or proceeds from unlawful activities arising from misappropriation of 1MDB funds.&lt;br /&gt;&lt;br /&gt;&amp;quot;The hearing by instalments also denies this court the benefit of cross-reference to the full evidence should this claim for the cash await and be heard together with forfeiture and claims for all the other seized items,&amp;quot; he said.&lt;br /&gt;&lt;br /&gt;The matter is being heard before Justice Datuk Muhammad Jamil Hussin who in December allowed separate third-party hearings claim on the items seized in the May 17, 2018 raid following Barisan Nasional&amp;#39;s loss in the 14th general election.&lt;br /&gt;&lt;br /&gt;Najib for the record has denied that it was 1MDB money and maintained it was donation from the Saudi monarch.&lt;br /&gt;Four broad categories&lt;br /&gt;&lt;br /&gt;Out of the RM939.55 million in the 9694 account, the police and prosecution have divided the expenditure to Najib&amp;#39;s 1880 AmBank account, payment to political parties, individuals and companies or entities.&lt;br /&gt;&lt;br /&gt;The prosecution further listed down in detail the expenditure from the former premier accounts that included a transfer of a total RM161.411 million from the 9694 account to Najib&amp;#39;s 1880 account, which was used as layering by the former premier to channel 1MDB money to two other AmIslamic 1906 and AmIslamic 1906 accounts which he owned.&lt;br /&gt;&lt;br /&gt;The prosecution also accounted the various transactions made by the Pekan member of Parliament (MP) utilising those accounts where payments were made to UMNO headquarters, not to mention the various state liason committees, divisions and UMNO leaders and politicians — among them former Federal Land Development Authority chairman Tan Sri Shahrir Samad and Pontian MP Datuk Seri Ahmad Maslan.&lt;br /&gt;&lt;br /&gt;Both of them are now subject to money-laundering proceedings, as with some of the BN component political parties alleged to have received those monies.&lt;br /&gt;&lt;br /&gt;It was previously reported that the authorities were seeking RM212 million from UMNO headquarters and this amount was reduced to RM192 million. However, the forfeiture application failed at the High Court, and is now on appeal to the Court of Appeal.&lt;br /&gt;&lt;br /&gt;As the prosecution and police had shown that the origin of the money was 1MDB and the money trail from overseas to the former premier&amp;#39;s accounts and the transactions, Saifuddin said the government is entitled to confiscate it including the disputed RM114 million cash including foreign currencies.&lt;br /&gt;&lt;br /&gt;The DPP added the primary concern of a forfeiture application under Section 56(1) of the Anti Money Laundering, Anti Terrorism Financing and Proceeds of Unlawful Activity Act is with the legal status of the property seized, and not the guilt or otherwise of any person for a money laundering offence under Section 4(1) of the same Act.&lt;br /&gt;&lt;br /&gt;&amp;quot;The grounds upon which forfeiture can be ordered are wide enough to cover different situations so long as the status of the property falls under any of the following categories namely the subject matter or evidence relating to the commission of a money laundering offence, the proceeds of an unlawful activity or instrumentalities of an offence and terrorist property (which is not applicable).&amp;quot;&lt;br /&gt;&lt;br /&gt;Besides Najib and UMNO, who are contesting the seizure, there are also Najib&amp;#39;s wife Datin Seri Rosmah Mansor and his two children contesting the seizure as is Lebanese jewellery firm Global Royalty Trading SAL.&lt;br /&gt;&lt;br /&gt;A hearing date over their contest has yet to be fixed and as mentioned, for this reason the prosecution is objecting to the proceedings.&lt;br /&gt;&lt;br /&gt;It was previously reported that the condo unit in question belonged to OBYU Holdings Sdn Bhd, a company owned by Works Minister Datuk Seri Fadillah Yusof&amp;#39;s brother, Tan Sri Bustari Yusof, a confidante of Najib.&lt;br /&gt;&lt;br /&gt;Police seized valuable items including close to 12,000 pieces of jewellery, 423 valuable watches, 284 handbags, and 234 sunglasses, worth between RM900 million and RM1.1 billion in total, according to police estimates.&lt;br /&gt;&lt;br /&gt;Najib is represented by Tan Sri Muhammad Shafee Abdullah while Datuk Hariharan Tara Singh and Tania Scivetti appear for UMNO.&lt;br /&gt;&lt;br /&gt;The proceedings since yesterday are done under close door and theedgemarkets.com sighted a copy of the submission.&lt;br /&gt;&lt;br /&gt;Shafee and Hariharan will reply to the prosecution&amp;#39;s objection to the third-party claim on March 11 and 15 before Justice Jamil.&lt;br /&gt;&lt;br /&gt;&lt;a href='https://www.theedgemarkets.com/article/najib-received-massive-rm2973-billion-says-prosecution-forfeiture-hearing' target='_blank'&gt;https://www.theedgemarkets.com/article/naji...feiture-hearing&lt;/a&gt;</description>
