Need suggestion - Zotac 1080ti unable to detect

Hi LYN fellows,

Want to ask if anyone have this same symptom before.

Bought 2 1080ti from Zotac in China a while back, Model as below:

Zotac 1080ti

While installing 2 card together, only one card are able to detect, so i thought conflict or something like that,
so i took out 1 card, then able to detect, but then i install another card, it is unable to detect and no display.

So i know that one of the card is defect, but i wanted to keep trying to confirm, so below is what i do,

1. install on another PC - still unable to detect, light and fan still on (no display from 1080ti, got display from on board graphic)
2. reinstall driver on both test PC - still unable to detect, light and fan still on
3. install 2 different card, 1060 strix and faulty 1080ti, - only 1060 can detect, 1080ti light and fan still on
4. reinstall windows on both test PC(urgh!!!) - redo the above step, still unable to detect faulty 1080ti but able to detect 1060 and other 1080ti

i am out of idea now, as the card is bought from China, difficult to send back(and expensive!!).
contacted the seller thought, he is willing to replace or refund if i am able to send back.

But before i do that, i would like to hear some suggestion about this case, might have something that i missed.
