New TNB Meter

So TNB changed my electric meter for the third time a couple of weeks back. They did it while I was in college so I wasn't aware of the change until my house owner told me about it.

With this new meter my bills now hitting at RM400+

Now that I have this new shit in my jimmies, I want to know some things on it ie the symbols on the panel etc.

I want to know the component which indicates whether or not electricity is being used. In the older meters there is a circular dial which lets us know how fast the meter is running.

Do any of you here know what does this LED does?

[attachmentid=3230978]

IMO i think it indicated the usage of electricity. The blink rate is rather unsteady. I switched on my laptop, tv, unifi and fan for which it blinks once every 21 seconds. I turned off the MAINS in my house and it STILL blinks, but at a much broader interval (40 seconds). Perhaps someone is stealing my electricity. I don't know.

Any help is appreciated.
