Chinese buying a non-bumi lot from a Malay

Hi all,

One of my friend bought a landed double storey terrace house 1 year ago, 10% down payment RM40K and RM13K+ for lawyer include all the doc and etc..., and all the bank loan has approved, sales agreement and whatever documents have already signed.

So now there is a problem, his lawyer told him that the transfer of the ownership of the house has been rejected due to BUMI TO NON-BUMI. But the lot title is NON-BUMI.

And this what his lawyer explain to him:

(We have been informed by the Vendor Sols that the earlier consent application has been rejected by the state authority. We have been further notified that the Vendor Sols have submitted their application for an appeal at the Seremban Land Office.
Currently we are still pending for the state exco approval of the same. We wish to put on record that the sale of the said Property is by BUMI TO NON-BUMI and the approval of the same will take some time due to the BUMI status. )

So now my friend is getting married soon in november , and his lawyer told my friend they can't do anything yet, because the state authority not approve the name transfer.

Is this case normal or the lawyer tak boleh pakai? 1year already still don't have any progress..

Can anyone here provide some legal advise for my friend
