Need opinion for upgrading CPU (Intel or Ryzen) & Motherboard

My Current Rig (3 Yrs Old +)

Processor : Intel i5 4460
Motherboard: MSI H97 Gaming 3
Ram : 8 GB
Graphic Card: Zotac GTX960 (not going to upgrade cause now GC prices skyrocking)
HD: SSD x 1, 1 WD x 1 TB/ Seagate x 1TB
Monitor: HP Pavillion 23cw (might upgrade)

Power Supply: Corsair 650TX

Basically iam already lost touch on desktop since 3 yrs ago. Thats why need opinion on upgrading processor & motherboard

Window 10 Activation Failed

I have upgraded my license Window 7 Ultimate OEM version I bought since 2013 to Window 10. The problem is I have change my motherboard a week ago due to malfunction. Now my Window 10 prompt me to active the License. Any solution or I have to buy the new license for window 10 cause thru my research the OEM license is stick with the old motherboard ?

I am really outdated from the current desktop trend of hardware. My last upgrade its about 4-5 yrs ago. Can refer my siggy.
I just want to ask all sifu, how is the performance for this AMD FX series. I am considering upgrade my processor and motherboard.

Mainly use for movies/ youtube/ web browsing and office related work. Gaming not much cause no time already. Advise pls
