Neighbour with many, many dogs

Hi, just want to ask if anyone has experienced dealing with a neighbour with too many dogs? This guy rented the house next to an empty piece of land and has used it to keep his dogs. Not one or two ya......30 to 40!!

The noise level and smell is unbearable.

What should i do?
