Demi mengutamakan keselamatan anak-anak kecil di jalan raya, Menteri Pengangkutan, Anthony Loke Siew Fook, telah mengumumkan bahawa kerajaan akan mewajibkan pemasangan kerusi keselamatan bayi (baby car seat) dalam setiap kereta persendirian pada tahun 2020.

Menerusi Facebook Wana Abas, wanita ini berkongsi info yang diperolehinya semasa menghadiri taklimat mengenai garis panduan kerusi keselamatan bayi. Menurutnya, bermula 1 Januari nanti, semua ‘child carseat’ yang tiada surat kelulusan komponen (CTA) daripada Jabatan Pengangkutan Jalan (JPJ) akan ditahan di pintu airport dan pelabuhan Malaysia.

Terdapat 3 kesalahan utama

Kalau cerita bakal kena kecam, tapi kalau saya tak sampaikan siapa lagi nak cerita.Pada 10.11.19, kami wakil penjual dan pekedai mendengar taklimat garis panduan kerusi keselamatan kanak kanak/ child restraint system atau bahasa pasar orang pakai ialah child carseat. Antara yang memberi taklimat ialah pengarah penguatkuasa JPJ, pegawai bahagian kelulusan komponen JPJ, wakil Miros dan wakil Kpdnhep. Saya senaraikan point utama dan soal jawab pada hari tersebut.

1. Jpj akan menggunakan 2 punca kuasa untuk kuatkuasa arahan “wajib menggunakan child carseat bagi kanak kanak” iaitu kaedah jpj seperti sekatan jalan raya/saman dan kaedah perintah kastam iaitu menahan kemasukan child carseat tak lulus spesifikasi di pelabuhan dan lapangan terbang.

2. Maksudnya bermula 1 Januari, semua child carseat yang tiada surat kelulusan komponen (CTA) daripada JPJ akan ditahan di pintu airport dan pelabuhan Malaysia.

3. Tugas JPJ adalah memastikan child carseat yang masuk lulus piawai keselamatan dengan keluarkan kelulusan CTA. Jadi kurang isu child carseat tak lulus piawai selepas ini.

4. Bagi child carseat yang masuk sebelum 1 januari 2020 tak perlukan kelulusan CTA. Sama macam masa lulus tali pinggang belakang, kereta yang sebelum 1995 tiada tali pinggang belakang tak perlu tambah dan tak kena saman. Jadi kalau pakai child carseat sebelum 1 januari tiada kelulusan CTA tidak akan di saman.

5. Akta child carseat ini adalah sangat sama dengan helmet. Terdapat 3 kesalahan utama iaitu
a. tidak memakai helmet,
b. pakai helmet tapi tidak ikat
c. kesalahan memakai helmet yang tak lulus spesifikasi.

Jadi untuk carseat akan dimulakan dengan yang pertama iaitu tidak memakai carseat. Tidaklah JPJ nak tahan tengok carseat ada lulus CTA ke tiada ke. Janji anak duduk atas carseat.

6. Pegawai kuatkuasa JPJ kata tanggungjawab kedai adalah pastikan pelanggan beli dan pakai carseat sebab kena saman RM300. Carseat dalam RM300 juga. Baiklah beli carseat dari kena saman.

7. Kerajaan kena juga kuatkuasa peraturan ini kerana kemalangan jalan raya adalah pembunuh nombor 1 kanak kanak di Malaysia selepas tercekik dan lemas.

Bagaimana mereka yang mempunyai anak ramai?

Pada pendapat saya, perjuangan kesedaran penggunaan carseat sama macam pejuangan penyusuan di Malaysia. Kempen dan kuatkuasa perlu dimulakan sekarang kerana ambil masa lama untuk didik dan kesan kesedaran akan nampak 10 tahun akan datang. Ini antara soalan biasa didengar.

Kenapa kena pakai child carseat?
Kerusi kereta sekarang memang tidak dicipta untuk membawa bayi. Bayi perlukan kerusi istimewa jika nak naik kereta. Macam letak bayi dalam roller coster. Memang tak selamat.

Bagaimana dengan mereka anak ramai?
Cadangan ialah utamakan yang paling kecil dahulu. Sebab posisi bayi paling bahaya adalah atas riba ibu kerana terlalu banyak kes bila kemalangan baby tercampak keluar manakala ibu dan ayah selamat.

Buat apa pakai carseat, kalau dah ajal anak akan mati juga?
Dalam Islam Nabi Muhammad pun suruh ikat unta bukan biar je unta tu lepas kerana ikat unta itu juga ikhtiar. Ikat anak ke carseat itu satu ikhtiar.

Bagaimana dengan mereka yang miskin dan tiada duit?
Ada program kutu carseat RM50 sebulan oleh CPSM, dan kos carseat hanya RM0.29 sen sehari. Bakal ada juga program charity selepas ini. Tunggu je la.

Perlu mempunyai kesedaran awal

Kita letak tepi dulu isu golongan B40, ada ramai lagi golongan M40 dan T20 yang tak pakai dan tak peduli nak pakai walaupun mampu. Baju mak berjenama RM700 tapi selfie letak anak atas riba. Ayah pula spotrim kereta RM2000, tapi child carseat kata tak mampu beli. Tak cerita lagi bab telefon yang model sentiasa upgrade dan koleksi tupperware kat dapur tapi bab CRS berkira. Ada yang kata agenda ni saja nak untungkan perniaga. Percayalah jual carseat tak besar untung pun.

Pertama saiz carseat besar, makan ruang untuk simpan dan kos pengangkutan mahal. Kedua terlalu banyak saingan dan buang harga menyebabkan untung tersangat kecil. Belum kira faktor sewa dan gaji pekerja. Ketiga kos melatih staf untuk pandai carseat amat mahal mencecah ribuan ringgit. Nak kaya, untung banyak kena jual baju bukan carseat. Jual carseat ni macam khidmat masyarakat je.

Anak saya langsung tak nak duduk dalam carseat, macamana?
Anak kami masa umur setahun tak nak duduk carseat dan masih menyusu badan. Tapi memang paksa ikat dan tahan telinga. Anak menangis lagi baik dari anak tak bernyawa. Selepas setahun, sekarang naik kereta dia sendiri tunjuk dan nak duduk carseat. Kesemua 4 anak begitu. Tiada yang lahir terus diam pandai duduk carseat. Ada banyak tips dan trick untuk ajar mereka duduk carseat. Belajarlah.

Kesimpulan, nak mengamuk dan maki semua orang silakan. Sama seperti larangan merokok. Tapi cuba sekali berlapang dada dan buka hati. Kalau kita tak mampu diam diam dan cari jalan. Kalau kita mampu beli dan pakai lah. Jangan sebarkan kebencian hanya kerana kita tak faham sesuatu. Kami mempunyai kesedaran awal kerana 2 sahabat kami kehilangan anak akibat kemalangan jalan raya. Tak perlu tunggu anak sendiri jadi mangsa untuk ambil peduli.

KUALA LUMPUR: Goodyear Malaysia has released its second-generation Assurance DuraPlus 2 tyre that boasts of 110,000km durability without compromising on safety and performance thanks to its TredLife Technology.

"This tyre features some of our latest advancements, for example, an innovative tread pattern and re-formulated compound to offer extended tread life, optimum grip, and minimal road noise for absolute peace-of-mind,” said Goodyear Malaysia managing director Alex Ng.

The DuraPlus 2 is now available at all Goodyear AutoCare centres across Malaysia, with sizes ranging from 13 to 16-inch and retails from RM136 to RM293.

The tyre mileage projection was tested by Goodyear Testing Division in sizes 185/65R14 and 205/55R16 on roads in Thailand, although the company also declared that actual mileage may vary due to road conditions, type of terrain, vehicle, tyre pressure and maintenance, climate and driving styles among others.

The new tyre boasts of a new-designed tread and cavity shape coupled with a re-formulated long-lasting compound.

The tread pattern now comes with a symmetrical-design with a larger tread width that allows for a larger contact patch with the road at any given time, and also a higher level of flexibility to rotate in the event of irregular wear.

Additionally, an enhanced cavity shape helps to provide a more squarish and balanced footprint to evenly distribute contact pressure, leading to extended mileage.

Narrow lateral grooves along the side of the tyres, on the other hand, assist in reducing road noise caused by air pumping.

Noise is further reduced with the use of rubber strips between the ply and liner to physically dampen any vibrations.

Through an enhanced compound formula, the tyre’s tensile strength and wear resistance have been significantly improved to ensure high mileage performance.

The use of this compound is not only presented throughout the tread but also along the sidewall to offer long-term resistance against damage caused by environmental factors.

Furthermore, the tyre uses a minimum of two layers of high modulus, low shrinkage ply material in the sidewall which helps to ensure strong resistance to external impacts.

“The new Assurance DuraPlus 2 features TredLife Technology, which is essentially a combination of the symmetrical tread pattern, improved compound and 2-ply construction throughout the tyre. These elements increase the overall durability of the tyre, to deliver unmatched mileage tread life, which is important in a country like Malaysia that has a variety of road conditions,” said Goodyear Malaysia product manager Benjamin Chong.

SINGAPORE (ANN): While waiting for his car's petrol tank to be filled at a station in Johor, the driver of a Singapore-registered gold BMW 320i switched his licence plates to that registered to a Hyundai car before speeding on a Malaysian highway.

The incident on May 18 has prompted an investigation by the Land Transport Authority (LTA), which told The Straits Times that the owner of the Hyundai vehicle has filed a report with the authority.

It happened at around 7.30am at a Petron station in Gelang Patah, Johor, about a 10-minute drive from the Tuas Checkpoint.

The male driver was seen switching the original licence plate SLX27E to one bearing the registration number SKD2777C.

The BMW was caught speeding on a Malaysian highway about an hour after switching the plates. But the RM150 (S$49) summonses was issued to the Hyundai vehicle instead.

John (not his real name), who witnessed the incident, told The Straits Times: "There were many Singapore cars at the petrol station that morning. And this driver was changing his car plate so openly. Many of us were shocked at what we saw.

"The (BMW) driver was so arrogant and a very bad example for Singaporeans. What if he had got into an accident in Malaysia and someone had been injured or killed?
"His insurer could contest his claims."

The licence plate-switching act was caught on video by another Singaporean driver who posted screengrabs on Facebook that same afternoon.

Facebook page SG Road Vigilante also carried the post, which went viral.

Netizens then posted screengrabs from Malaysia's e-payment portal showing two outstanding speeding summonses issued to the Hyundai car - one last July and another on May 18 this year.

"This thing has gone viral. If nothing is done, people might start copying the BMW driver and change to a different vehicle number plate when driving in Malaysia," said John, who managed to snap a photo of the BMW travelling on the North-South Expressway while bearing the other car plate number.

Johor police deputy chief Mohd Kamaruddin Md Din said he has not come across any case of Singaporeans changing their vehicle number plates in Malaysia.

"So far, we don't have such cases against Singaporean drivers. If it is true, we want this irresponsible act to be stopped. We will not hesitate to take stern action," Datuk Mohd Kamaruddin told The Straits Times.

Under Malaysia's Road Transport Act, if a car is found with a vehicle number plate that does not belong to it, the offender could be fined up to RM5,000 and jailed for up to a year. The vehicle could also be seized.

Tampering with the registration plate is an offence in Singapore, said lawyer Chia Boon Teck from law firm Chia Wong.

"Although the Singapore-registered car bearing a false Singapore number plate was driven outside Singapore, if as a result of the forged car number plate, another driver in Singapore is penalised for offences not committed by him, there may be enough nexus for this scenario to fall within 'exhibiting forged or imitation number plate' under the Road Traffic Act, or 'cheating' under the Penal Code," he added.

In Singapore, the penalty for displaying a forged number plate is a fine of up to $5,000 and/or jail of up to a year.

A check on Malaysia's e-payment portal showed that the summonses issued to the Hyundai car number plate were no longer visible on May 20. The BMW, sporting its original plate, was seen heading into Singapore that same day. - The Straits Times / Asia News Network

I made my own comparison the 5 years old Japanese and local cars.

As you can see, Proton and Korean car similar percentage of value lost after 5 years, but if compare both to the Japanese, not so bad one lah like people say.

Kelantan to benefit from spillover development of 5 key projects

PUTRAJAYA: Works are underway to develop Kelantan, providing it with robust growth and improving the people’s well-being.

The Economic Affairs Ministry said that on March 7, during a working visit to Kelantan, minister Datuk Seri Mohamed Azmin Ali had announced the federal government’s approval to execute five key projects in Kelantan.

The five projects were the East Coast Expressway Phase 3 (LPT3); expansion and upgrading of Sultan Ismail Petra Airport; Pasir Puteh-Machang-Jeli new route; Kota Baru-Kuala Krai Expressway; and Palekbang-Kota Baru Bridge.

“The decision is in line with Pillar Three of the Mid-Term Review of 11th Malaysia Plan, namely ‘Pursuing Balanced Regional Development’, where efforts will be intensified to address development imbalances among the six regions.

"Kelantan is one of the states to be given priority to promote equitable growth and increase the well-being of the rakyat,” the ministry said in a statement.

Subsequent to the announcement, the ministry said a meeting between the Works Ministry, Finance Ministry, East Coast Economic Region (ECER) Works Department, Kelantan Works Department, Economic Planning Unit of Kelantan (UPENK), Implementation and Coordination Unit (ICU) of Kelantan, East Coast Economic Region Development Council (ECERDC) and the Economic Affairs Ministry was held on March 14 to deliberate on the way forward and implementation plan of the projects.

“Currently, a study on the way forward for LPT3 is being undertaken and will take into consideration the current study on tolled highways undertaken by the Works Ministry.

“At the same time, the Kelantan Works Department is finalising the alignment as well as scope of work for Phase One of the proposed Pasir Puteh-Machang-Jeli route.

“As for the Palekbang-Kota Baru bridge, the Kelantan Works Department will be engaging with ECERDC and the state government on the implementation. UPENK will be coordinating with the respective ministries and agencies to expedite the implementation of the projects,” said the ministry.

The Kota Baru-Kuala Krai Expressway, it added, was being implemented in phases, with one package completed, two packages on-going, two packages under procurement and the remaining three packages under planning.

“The procurement process for the expansion and upgrading of Sultan Ismail Petra Airport is currently underway, led by the Transport Ministry, and expected to be completed in the fourth quarter of 2019.”

Perodua slams 'inaccurate information' on Bezza service costs

PETALING JAYA: Perodua rebutted recent news reports that the Bezza service costs was 32% higher than those of the Proton Persona.

"We wish to clarify that the information used by certain online portals on our service details is inaccurate and misleading," said Perodua Sales Sdn Bhd managing director Datuk Dr Zahari Husin in a statement.

The March 11 media reports illustrated the difference between the five-year service costs of the Persona and two other car models, purportedly the Bezza and Honda City.

The inaccuracy in cost difference is due to a comparison made not on an apple-to-apple basis, said Zahari.

The Persona’s service costs were calculated as scheduled in its service booklet or owner’s manual whilst for the Bezza, the calculation was based on its Preventive Maintenance costs (which are optional) instead of scheduled costs as recommended in the service booklet.

Based on the table above, the Bezza’s total maintenance cost difference at the 5-year mark is only RM44 or 1.4 per cent and not 32 per cent as reported. The difference is attributed to the premium cost of 0W-20 grade for lubricant used in the Bezza instead of the 10W-30 for the Persona.

In addition, the Bezza uses iridium spark plugs for maximum fuel efficiency and a smoother engine performance, said Perodua.

In fact, Bezza owners pay RM239.55 less than Persona owners on maintenance at the end of the third year, it added.

It also said the Bezza is among the most fuel-efficient vehicles in the country.

The Bezza 1.0L manual can potentially travel 22.8 km/l, which is the best in the Bezza family. The 1.0L auto does 21.3 km/l. It’s 21.7 km/l for the 1.3 manual and 21 km/l for the 1.3 auto. For the 1.3 Bezza Advance auto with Eco Idle, fuel economy is 22 km/l in the ECE mode.

These reflect huge savings in overall ownership costs for the Bezza owner, while the competitor’s fuel efficiency figures have not been made public, said Perodua.
