How to Make a Police Report if You got Cheated

I just like to share if anyone get scammed, there is the correct way to make a police report.

Every word in the report is legally bind, so unless the correct keyword is use, the police cannot take actions against them.

TLDR;
1) Do not use the keyword "Tertipu" as legally you cannot call it "Tipu" as that will only be the conclusion of the investigation, not yours. Also victims are not forced, blackmailed or have his/her safety compromised by the perpetrator. It will be considered as the victim is legally agree to pass the money.
2) Use the word "Memperdaya" or "Mendorong" instead. This keyword is bind to the clause Seksyen 420 Kanun Keseksaan. So police can take action under this enactment.

Report Example:
Saya tertarik dengan iklan penjualan etcetcetc dan seterusnya menghubungi si polan untuk mendapatkan maklumat lebih lanjut berkenaan barangan yang dijualnya. Saya merasakan si polan telah memperdaya saya dan mendorong saya melakukan transaksi pembayaran sebanyak etcetcetc. Setelah saya membuat pembayaran tersebut melalui etcetcetc, si polan telah bertindak menyekat saya dari menghubunginya baik menerusi laman lowyat.net dan panggilan/sms pun tidak dijawap, etcetcetc.

- Only after using the word "memperdaya" or "mendorong" then maybe you can use "tertipu" etc in your report.

Date of transaction: 31st August 2014

Details of the complaint : Professional Conman. Luring people like a legit sales agent. Advice on cheapest flights and cheapest routes etc. Keep dragging on people, give promises etc. If I didnt detect the red flag, might continue to wait also.

For my case, the incident goes like this:

1) Contacted him to advise on available ticket for my flight from KL - Kuching return on 14th Sept. First time contacted him on 21st August. He quoted me a price RM800 for 2 tickets, not much discount from MAS website at the time which was RM960. Provide me with sample of booking registration, his details etc2. Nothing fishy, he also does not offer unbelievable prices or to good to be true. Advice me to take business class more discount etc. He said local flight not much discount, international flights got more.

2) I forgot about it, he message me back asking if I still want it on 31st August. I need the ticket for an important function so I say what the heck, might as well buy. He advise to take different timing of the flight. I check on MAS website and the flight has reach the price around RM1100 for my original flight timing. He said if want the same time then need to add rm50 so RM850, which is logical since the price increase in MAS website also.

He even advice that if can I take different flight time to save money, advice me to take other flight time at less cost etc. Which really seems legit, if he want to con why would he con me less amount.. also he shown me some terminal thing etc for the system, talk like a real sales guy, share his information etc2....or so I thought...

3) Decided to go with it since its cheaper then the website, although still bit more then Air Asia. Just take MAS thinking my wife will prefer it so what the hell. Agreed with the transaction through whatsapp, transfer the money via Maybank2u on 31st August, but Maybank system got problem. He said its okay he already block my booking etc, just pay tomorrow (1st Sept) there should be no price change.

4) Bank in first thing in the morning. Inform him that the transaction is done. He said he will proceed with my booking, but give him some time as he want to go to church in the morning etc. So I have no rush since he said booking has been blocked so give him time.

5) Finally contacted me back with a booking reference number. I thought the deal was done, thank him and be done with it. But he never emailed me the flight details etc. I checked with MAS website, but it does not return anything. I asked he said its okay it will show up soon (system updating?). Later that day I am suddenly concerned about the flight, since it is an important flight for me. So I called MAS and ask bout the flight. REFERENCE NUMBER IS INVALID. MY NAME ALSO DOES NOT EXIST IN THE PASSENGER'S LIST.

6) Try to contact him back to no avail for about one day. Suddenly he replied in LYN, saying his iPhone got a looping problem so he have no phone now. He said he will resolve it for me, suddenly telling me about his colleague in Cambodia that is arranging my flights etc2. I still have some believe with him.

7) Try to contact him for 2 days but cant reach him, via phone, LYN message or email. He doesnt reply. Suddenly user Silverex post in his thread that he transferred money 2 weeks ago for RM2750 but issue not resolve for him. I have a really bad feeling about this..... My flight is supposedly next week, if he con then say con so I can buy new fight tickets already.... I dont have 2 weeks!!!!

8) Emailed him with an angry tone today 4th September, suddenly he said its okay he refund. He cant answer me in LYN because he said his account got banned for 1 week for saying shit in Kopitiam. As if I cant check his online activities... In fact, he was online just before this post... Anyway whatever, refund me, case close I dont mind. I give him until evening 6pm else I go police report. He said because of his phone problem he change number so need to assign TAC to new number so give him until 9pm. ok fair deal.

9) I've been in contact with user Silverex, and turn out the seller just message him for refund in LYN and he said already transfer back RM2750 to his account at around 630PM (He just emailed me saying his LYN account got banned, how come he can PM Silverex and not me major red flag). How can he transfer to Silverex but not to me, but he said TAC change number bla3 (Another major red flag ). Mr. Silverex unable to check his account as he is currently on the way home, so about 8pm he whatsapp me and said no money has been transferred to his account at all. Seller closed his thread at around 8PM. After that no more contact from him.

He also showed me a screenshot of a sample itinerary of someone with a Vietnamese name travelling from Sabah to HCMC (He claim his location is in HCMC) with some frequent flyer number in that screenshot as well... that person could be him...?
