Unstable VCore and +3.3v Voltage

I set the vcore in bios setting at 1.30V. At start its stay as I set but after a while it rises. Same to the +3.3V, on starts it shows about 3.33V but continue to drop after a while. Then pc goes down but CPU fan and casing fan still running. Is that the PSU problem or mobo?

PC Display Unexpected Blinking

my computer display unexpected blinking. its goes to grey and show windows again and black, grey, windows. I try to remove graphic card but like its happen too. I swap the end to end cable port, ok for several times and then its blink again. sometimes restart solves nothing. and I have another problem too which the cpu fan and casing fan do not turn off when shutdown. when I switch off the plug and on again, without pushing the power button the fans start to turn on. then the display back to normal. and then the problem start over again. please help me what is actually the problem is. because I have tonne of work for my study.
