Been a long time since I've been in this section of the forum.
Would appreciate if you guys got some nice suggestion to lower the budget but keep the performance high

Desktop use case: Design, Gaming, Streaming, AI
Preference: No bling bling RGB is fine, as long as good performance lol

CPU: AMD Ryzen 9 7900X/ 7700X
CPU Cooler: be quiet! Dark Rock Pro 4 / Noctua variant

What do you think? I haven't checked the price yet in Malaysia, but I did get some other build quote from TMT to get some rough ideas of what to get, but their suggestion was pretty meh component wise.
Probably might wait a bit for Intel's pricing here and benchmarks, and also a PSU with 12VHPWR.

High temp CPU issue

I'm having some issues with my CPU temperature.
I've reapplied thermal paste like twice now just in case I applied it wrongly. Doesn't seems the case I think.
On idle, the temp on my cpu is around 40-50c for the core temp.. but on the package temp it's a lot higher 10-20c higher usually than the core temp. Check picture below for an image of the temp.
Even when running Chrome on a new tab, the fan does ramp up every time just for a bit.. and I end up using Firefox which causes this issue less often.

CPU temp is all over the place and fluctuates rather often than staying stable From 50-60 to 90 just because of certain application being open which is rather worrying..
Every time I applied a new thermal paste I notice the temp lower by 10c or more, but after a day or two of usage it goes back up by by 10c or more.
Wondering if it's just the aio coolant not performing great anymore? 4 years the aio age. Or is it just still me applying the thermal paste badly.. saw every guide I could make sure the thermal paste are evenly distributed.

Any suggestions on what might be the case? I'm thinking of replacing the aio. I've experience in applying my own thermal paste once in every 2-3 years and never had this issue.

Pictured are the headphone on the SendyAudio Aiva headphones. Just in case you are wondering. The headphone is one of the best I've heard, better than my Audeze LCD-2, very dynamic and punchy, pairs really well with the Chord Mojo if you like something more darker. Goes well with the LG v3 as well. Sad to let it go because of other hobbies.
