Open saving account being rejected

Dear All,

I am not sure is this is the correct place to open a post but I am very upset till the max so I have no source but to express my feeling here. Okey lets go into the point.

Today I am suppose to open a saving account instructed by my education provider (University) at a local bank ( The best well known Chinese bank in Malaysia). I waited for more then 2 hour just to wait till my turn to open the saving account but unfortunately the PIC told me that my application has been rejected due to unknown reason. I question him on the reason whether is it CCRIS, CTOS or Bankruptcy but He refuse to tell me the reason. I feel humiliated and wrote complaint letter to the bank.

Now I have a lot question in my mind:

1) Can a bank reject my application for open a saving acccount and not giving any reason ?
2) If Yes, How I am gonna know whats going on with my finance status ?

The only thing that comes to my mind is that I am still owing another bank outstanding credit RM 10K but I am capable and will settle it by next week because the due date is next week....

Anyone can help me on this ?
