Hi sifoo and guru..im new to pfsense...infact i just learned to configure it 3 days ago. can anybody guide or point me on how to solve this

Pfsense dhcp server pool1:192.168.1.10 - 50 (full bandwidth,no throttling)
Bind mac=30 pc, which leave 10 free ip in the pool

Pfsense dhcp server pool2:192.168.1.51 - 80 (bandwidth limited by traffic shaping)

PC_A is in pool2 dhcp. One day, the owner,by luck, set the pc as static ip,which in the 10 unused ip in pool1 which give him full bandwidth with no limitation. How to prevent this?
