how to get original plans for house

hi there. i live in damansara jaya (near atria). the house is about 30+ years old (built in the late 70s). problem now is my entire house has very low water pressure as of a few days ago. i got a plumber to come in and he says the complication is he doesn't know where the burst pipe is. it's likely underground. he can pull a new pipe from the mains to the stop cog but there is one problem - the kitchen downstairs takes water from the main pipe so it's likely there is a T joint in the pipe somewhere. if he pulls the new pipe and it bypasses the T joint, my kitchen will no longer have water.

i'm thinking now is there a way i can get the original plans for the house which shows where the water pipes run? perhaps from mppj? anyone done this kind of thing before? help....because if pulling the new pipe doesn't work, he says the worst case scenario is have to break all the walls and tiles INSIDE the house to trace where the T connection is it's expensive.

how to change dulux T type bulbs in high ceiling?

hi there. i have a stairwell with hanging lights. these lights have 5 bulbs on them that are hung in a circular shape with each bulb progressively lower than the previous one.

the problem i face now is changing them. 3 of them have blown. i can change one from the staircase because it's within reach but 2 others are too high.

these are dulux T type bulbs (or very similar to it). i've seen people suggesting using a pole but i can't find a pole that has a socket to fit these bulbs. furthermore, the socket that these bulbs are attached to also rotates. arrrgh.

what options do i have?

1. ladder cannot reach. stairwell is too narrow for a tall ladder.
2. someone suggested 2 ladders with a board between them then you stand on the board. again, can't find a ladder to fit the stairwell
3. use a pole (or maybe an improvised one). any ideas?
4. use TWO poles (one to hold and rotate the bulb and another to hold the base)??
