First major winter storm pelts US Midwest

CHICAGO: The first major winter storm of the year hit the U.S. Midwest on Thursday, bringing a blizzard to the Plains and tornadoes to Alabama and Arkansas, and leaving some 133,000 customers without electricity.

Bad driving conditions led to a 25-car pileup on a highway near Clarion, Iowa, that left three people dead, authorities said. Blizzard warnings were in effect in eastern Iowa and parts of Wisconsin and Illinois Thursday afternoon, according to the National Weather Service.

"It's going to be very windy with considerable blowing and drifting of snow," said Bruce Terry, a senior National Weather Service forecaster at the HydroMeteorological Prediction Center in College Park, Maryland. He called the pre-Christmas storm "a major winter snowstorm" for the Midwest and western Great Lakes.

Accumulations of up to a foot (30cm) of snow were expected in some areas, Terry said, adding there was a potential for severe weather on the so-called "warm side" of the storm in the U.S. Southeast.

Blowing snow led to school closures in parts of Iowa, Nebraska, Kansas and Missouri, plus the closure of all state government offices in Iowa.

"Thunder" snow was reported in Iowa Wednesday night, especially in southeastern Iowa, as thunder and lightning accompanied the storm as it surged across the state.

Travel was not advised on Iowa roads for the rest of the day, according to Annette Dunn with the Iowa Department of Transportation.

"We're going to have visibility and drifting problems through midnight," she said.

Postmen to work only five days a week

KUALA LUMPUR: Some 8,500 postmen nationwide will enjoy a five-day working week from Jan 1.

This is compared to the current six-day working week.

Information Communications and Culture Minister Datuk Seri Dr Rais Yatim said the postmen were part of the 16,500 employees of Pos Malaysia Berhad (Pos Malaysia) who deserved to enjoy the new working hours.

However, for postmen in Sabah and Sarawak, the new working hours will only be effective on Feb 1.

“For these two states, Pos Malaysia will need four weeks more than the peninsula to prepare for the operation and administration, taking into account the geography,” he said after a Ramah Mesra programme with representatives of the Pos Malaysia Workers Union yesterday.

Also present were Deputy Minis-ter of Information Communications and Culture Datuk Joseph Salang Gandum, ministry secretary-general Datuk Seri Kamaruddin Siaraf and Pos Malaysia Berhad chairman Datuk Seri Mohd Khamil Jamil.

He said employees, who needed to work on weekends, especially in shopping malls, could claim for reasonable overtime payments.

“The adjustment of working hours from six to five working days proves that the government transformation programme has the interest of the people at heart,” he added.

Meanwhile, the president of Assistant Executive Union of Pos Malaysia Berhad Jamaluddin Kassim said the new working hours would give Pos Malaysia employees more time to be with their families.

He added that the fight to reduce the working hours began in 1992. — Bernama

Yosemite warns tourists after virus kills two

LOS ANGELES - US health authorities are warning tourists who visited California's famous Yosemite National Park recently to beware of a rare virus spread in mouse droppings, after two people died.

A second fatality was confirmed at the weekend from "hantavirus pulmonary syndrome" (HPS), while two more people who visited the spectacular California park in June are being closely monitored.

The National Park Service wants to contact visitors who stayed in "Signature Tent Cabins" at Curry Village, an accommodation center in the vast park's Yosemite Valley tourist hub, since mid-June.

"These individuals are being informed of the recent cases and are being advised to seek immediate medical attention if they exhibit any symptoms of hantavirus," said an NPS statement.

Hantavirus is a rare but serious disease and early medical attention is "critical" to limit its effect. It begins with fever and aches, but can progress rapidly to a life-threatening illness, said the NPS.

HPS is caused by a virus that individuals get through contact with the urine, droppings or saliva of infected rodents, primarily deer mice.

Since the disease was first identified in 1993 there have been some 60 cases in California and 587 cases nationwide in the United States, around a third of which have been fatal.

"The health of our visitors is our paramount concern and we are making every effort to notify and inform our visitors of any potential illness," said Don Neubacher, Yosemite National Park Superintendent.

"Because people often don't get sick from hantavirus until one to six weeks after exposure, we are encouraging anyone who stayed in Curry Village since June to be aware of the symptoms of hantavirus and seek medical attention at the first sign of illness". - AFP

GEORGE TOWN: Another person has been bound over on a good behaviour bond for statutory rape. This time, it is an electrician found guilty of raping his 12-year-old girlfriend on two occasions last year.

Sessions judge Sitarun Nisa Abdul Aziz ordered Chuah Guan Jiu, now 22, to be bound over for three years on a RM25,000 good behaviour bond.

She said the court took into consideration that Chuah was a young, first time offender.

“We also considered the fact that the sexual act was consensual and that he is a school dropout,” she said when handing down the sentence.

Sitarun Nisa said that another consideration was Chuah’s future.

Chuah, who was wearing a shirt and blue jeans, showed no emotion when the sentence was passed.

The court had on July 20 found him guilty of raping the girl, then aged 12 years and 10 months, at his flat in Air Itam between 7am and 1pm on July 18 last year, and between 2.25pm and 2.45pm the next day.

The offence under Section 376(1) of the Penal Code carries a maximum jail sentence of 20 years and whipping.

On Monday, DPP Lim Cheah Yit said Chuah had coaxed the girl into skipping school and following him back to his flat on the pretext of him being sick.

“They were dating and the accused should have protected her but he took advantage of her instead.

She asked him many times to take her to school but he said he felt unwell and took her to his home,” Lim had said when pressing for a deterrent sentence.

In mitigation, counsel Yusuf Idris said his client earned RM30 a day and was staying with his parents and a younger sibling.

“This is his first offence. He has a fixed job now and many years ahead of him,” he said.

Yusuf said his client had repented and urged the court not to impose a custodial sentence in view of Chuah’s age.

The sentencing came in the wake of the case of former national youth squad bowler Noor Afizal Azizan who was bound over for RM25,000 to be of good behaviour for five years after he pleaded guilty to the statutory rape of a 13-year-old girl.

There was public uproar on Aug 8 when the Court of Appeal allowed Noor Afizal’s appeal against a High Court’s decision to sentence him to five years jail for the offence.

In a written judgment released on Monday, the Court of Appeal said Noor Afizal, who was 19 at the time of the offence, had not been “very much older” than the minor he had consensual sex with, had cooperated with the police, shown remorse, and given a guarantee that he would not commit such an offence again.
