Opposite car's headlight is too bright and high

One night i was arriving at the red light, upon reaching i found out that my opposite there is a car blinding me (he is waiting at the red light also). I can't see what kind of car is that because it is really bright (usually i can judge from the design of the headlamp) and my cabin is bright as well (I'm driving Avanza).

I thought it is la-la car with modded headlight. I trying to tahan awhile but i can't stand it so i turn on my high beam due to part of anger and also trying to remind that driver that his headlight is too bright and high. Few seconds later he turned on the high beam also, this time i can't even look toward that direction. Then his side the traffic light turned green and he moves slowly, i guess he is trying to see who am i or something. I can't look back as the light is really bright and i can only know that car is a previous gen camry when it passed by me.

The car is not a la-la car and a quick peek i think it is on stock. Then I wonder did I do wrong?
Bear in mind both of us are on a flat road and not hills. My car, Avanza is generally sit higher than most sedan and my cabin do get brighten due to his light.
Or is it my bad eye view ==? But I have seen many Camry with that kind of HID light, non of them blinded me even i look at it awhile, this i haven't reach also feel a bit pain d. If he didn't mod the headlamp, maybe the leveling is too high?

What would u do? Is it my action to flash back is too aggressive? I do turned it off once his car is moving (traffic light turned green.)

I start using KESAS from the junction near Summit USJ there. Is there road sign shown along the highway? (the KLIA road sign)
Is that very complicated? I scare i miss a turn somewhere. And when shud i take the turn to LCCT instead of KLIA, turn left right?

Comparing performance

Which one is better? As in light multi task, for example open more than 15tabs of youtube and other website while doing office work. Might have some light gaming as well. Watch HD movie and drama as well.
I saw msi e350 15.6inch laptop at price 1.2k to 1.3k which is very good for watching movie. New e450 14'' laptop only priced at rm10xx. I use i3 laptop before, processing power reli great, but graphic power reli not so satisfy. How about new A6 laptop? Is it very good in gaming? Worth the extra few hundred ringgit?

Which one is better for my usage? E-series laptop can save quite a lot of money. My fren is in a dilemma.

Blank Screen

i bought a silverstone 500w psu and a leadtek gts 450.
I plugged in everything and on it, the monitor automatic go to power saving mode. But it is working if i connected to onboard graphic like now.
i tried removed CMOS battery and i used driver sweeper clear the previous AMD driver.

I can c the GPU fan moving although got blank screen

Any solution?

Budget < rm1k, is it possible?

I wan hunt a lga775 quad proc in garage sales, buy a new simple and good mobo, ddr3 ram, a 5750, a good psu and a casing like CM 430.
Reuse IDE HDD (Nowadays mobo have IDE port? Due to cutting budget, i will be reusing back old school IDE HDD).
Reuse mouse, keyboard and speaker. Pairing this rig with a 18.5" monitor (1366x768).

I know a 5670 is enuff for that reso, but games are getting more demanding, i hope this will last me a little bit longer. Im not a heavy gamer, playing in medium or even graphic setting in the future wont kill me. I heard there is 5750 selling at RM299. Where is it?

Can recommend me a good lga 775 proc? And the 2nd hand price(roughly is ok)?
What mobo is good? Price?
Which PSU should i choose?

If any forumer got any better idea like building a new rig, pls tell me.
