Are there so many traffic offenders out there who did not pay their fines after commiting the offence? If that is the case, then maybe they should adress the root cause first instead of finding more ways to collect the fines. Maybe look back at the law, is it still relevant in current environment? How about the driving school education system since it fails to educate the motorists in the first place. &lt;br /&gt;&lt;br /&gt;I don&amp;#39;t think that the way forward is by putting more efforts into fine collection either through black listing, e-payment, integrated system or etc. Maybe there are thousands of offenders in the backlog who did not pay their fines and still waiting for a court hearing date, but if they want to reduce this number, they shouldn&amp;#39;t focus on forcing people to pay. Instead they should investigate why there are so many offenders in first place.</description>

I hope that anyone who had an experience buying or selling an used car before without going through an used car dealer could help and guide me as well as others on the process required in dealing with used cars.&lt;br /&gt;&lt;br /&gt;I&amp;#39;m interested to know what is required on both buyer and seller side when making a deal. What is also needed to be done if the car still has an outstanding loan amount with the bank? What is the process required in the ownership transfer from the seller to the buyer?             <title>Once a great car (almost), now a bargain?</title>

            <description>A lot of new cars are coming out this year and the price for new cars is moving upwards. However there might be some good deals can be found in the used cars market.&lt;br /&gt;&lt;br /&gt;Anyone knows any car that always got positive reviews and feedback during its time but now can be considered a good option in the used car market? The criteria includes plenty of features, practical, good reliability as well as reasonable running cost such as road tax and fuel consumption.&lt;br /&gt;&lt;br /&gt;Volvo XC90 springs to my mind right now, the price is a lot lower than the new SUVs like Tucson, CRV and Sportage. The performance from its 2.5L Turbo Engine is respectable and during its time, it was one of the most safest car ever built. It has advanced stability control as well as strong body.&lt;br /&gt;&lt;br /&gt;Please share if you know any other car that fits the criteria.</description>
