Accident that can't be avoid

Yesterday my friend accident bump the old man and he die instantly. story like this

my friend driving about 100-120km/h. the road got a cornering(ahead turn out to be blindspot) at front ahead and my friend starting slow to 90-100km/h when arrive there. following to my friend statement he say that the old man suddenly come out crossing the 2 lane road looking at my friend vehicle and not stop walking. Distance between the guy n my friend only 40++ meter with 90-100KM/h. the old man walk at middle of the lane already, my friend only focus the guy either he need turn left or right to save the old man. at last my friend turn left with pressing break as hard as possible and the old man just walk at there and accident happen the old guy are DEAD! orang kampung come smash his vehicle mirror. police come to calm them and make report procedure.

the question is
1. my friend will be ok? or get jail?
2. whos fault izit?

please help me identify why this problem occur..

pc spec

i5 25ook
4gb ram corsair
motherboard gigabyte
gigabyte hd7950 wf3
corsair 600 gs
os - win 7 86bit professional

This problem never occur before until last night i format my computer to the same OS.

All running well on my computer until i try install my graphic card driver that download from amd website. catalyst 10.11. the setup is finish but there is no change on my monitor on the resolution or there is no asking for restarting computer. it just finish and when i restart my computer the resolution still the same. i go computer manage see if the hardware still didnt activated by the driver but there is only detect vga, pci communication, ethernet, and other unrelated hardware. ??? but why the monitor still got output since the motherboard/OS didnt detect my HD7950 hardware????? already format 3 times to ultimate too still the same.

i got 1 movie file format .MOV copy from iphone 4s and the size is around 1.6gb. the problem is i cannot play this movie on my computer and i already try various player such as WMP, VLC, Klite, Quicktime. already try to convert this .mov file and the converter software cannot detect this format. any help from pro?

ram 4gb corsair gaming value
gigabyte motherboard h61m-ubs3
gigabyte hd7950 wf3
psu corsair gs600
western digital 500gb
corsair graphite 600t

Problem :
1. Old OS is win7 professional. after format to win7 home premium problem begin.
- no output on LCD when start computer. computer is runing without beep sound.
* wire all plug correctly. dvi+vga checked, power wire checked, gpu power wire checked, hardisk sata cable and
power cable checked. all checked correctly.
* gpu fan is spinning all running perfectly but no outpun on lcd.

weird thing i found is when i use motherboard chipset vga got outpun on lcd but not the gpu??

is it the catalyst problem??? anybody encounter this problem before?

- always disable vsync, fxaa, anti anaz.

Mobo might change to new mobo around buget rm350-400

please show newbie a inspiration.

** by the ways alls latest games i play like assassins creed revelation, batman, skyrim will have little lag when many action on my view. sometimes turn around will have lag too. setting not very high too.

today my friend at sabah area papar tell me that he need to change his astro to astro beyond because no signal. then i ask who told him that then he said the boss at papar clarify that. now all ppl in papar area need to change into astro beyond so u will receive a signal from astro. but most of them did not use LCD, plasma or led. just a normal big box tv no HD. why only papar area cannot recevie astro signal but other area like kota marudu, kudat, kota belud , kota kinabalu, sandakan friend said " no problem on signal who said need to change to beyond". so i ask him y the boss said need to change the astro, he said because the astro ppl told the boss we need to change if dont no signal.

after change for while....he tell me astro ppl call his mom and ask her " hello, macam mana dgn astro beyond baru ni puan, ok ke? terang ke dgn HD? then his mom reply with " terang terang sangat terang kami ni guna tv besak jek". until now i feel weird n dont understand why. so any1 know why??
