Water Leaking From My Balcony Down To Car Pouch Ce

Hi all, good evening. Need advice from u all. My car porch got water leaking mark, after checking only know that the water is come from the balcony floor on top of the car porch ceiling, the water mark is at the middle of ceiling, and also the side of ceiling . After I complain to the developer, their ppl come, and help me touch up just like this only, ref picture 1. The overall they touched up is just like picture 2. They applied some kind of "rubber" material thing on side and tell me, ya all settle already

I just wandering, like that can stop the water leaking? I tot they should apply the rubber on whole floor?
I feel like the developer cincai cincai do only.. Aiz wtf!
