Artifacts on screen

AMD PII 955 BE
MSI 770 C45
OCZ 4G DDR3 1066Mhz
WD Black 1TB
Sapphire 5770
Xigmatex 500W

my specs as above. no OC.

Today out of sudden, artifacts are appearing all over the screen.
Tried restart, updating to latest firmware.. all not helping.

The weird thing is if you play games, the artifacts actually disappear and only reappear during loading or when you exit the game.

Is it my graphic card problem?

Thinking of buying ATI 7750 (i suppose my PSU can still support) temporarily to replace until I get a new rig. But obviously I am not sure and do not want to waste money.
HDD bad sectors

guys,

recently my pc started acting strange. Couldn't complete download due to cyclic redundancy (I/O error). Then sometimes fails to boot up or go into Windows. Worse is my DVD ROM also affected.

Then i ran the CHKDSK and found 28 bad sectors. Now everything back to normal but i am not sure if it will last.

1) Should i be worried? Clone my HDD and back-up? Or do other diagnostics before panicking? Reading conflicting statements from Google..

2) MY HDD is WD Caviar Black 1TB. Bought in Nov 2009. I assume warranty is still valid but can i claim for bad sectors?
