Paint peeling off

Hi,

Am planning to repaint my whole apartment after 10 years from developer. In the hall, one part of the wall which is next to the bathroom, the paint is peeling off, until can see cement. Would like to ask advise if I should first use a sealant paint to coat for that particular wall before I repaint a normal colour. What type of sealant best for such wall? I went to Jotun site, so many types of sealant...how do I choose?

Thank you.
