Hacking a Wall in Apartment Need Permit?

Just want to ask if it's really compulsory to get a permit or wahtever architect drawings just to hack one wall in an apartment building? Not hacking through a beam or anything ( but there is a pipe there that I need to reroute) but basically just want to open up a "hole" between the wall for my dining and kitchen.

I had been consuming bird's nest from this supplier for over 15 years. There are many kinds of bird's nest and it is recommended to avoid the white bird's nests due to the many imitations and 'horror' stories of mixed kuey teow, plastic, jelly etc etc in it. It also also advisable to avoid those that are too dark in colour as it may contain nitrate. If you need more info or queries, can pm and chit chat with me.
