Need advice on car ownership

Hello, I need advice on car ownership matter please ,

I have a car that have not been use for around 3 years, now I want to sell the car, I know that i need to bring the car to Puspakom to do a mandatory inspection since before i can renew the road tax and transfer the car ownership to buyer,

my problem is, the car ownership is not under my name and i don't have the photocopy of old owner IC and i lost contact with the old owner (its been 3 years already), what should i do?? is it true that without copy of old owner IC i cant make name transfer on the car geran? means i can't sell the car?

do you guys now anyone could help to settle my problem?

Hello,
please help me..
my galaxy tab 2 suddenly dead and it wont turn on, i've tried to connect it to the charger and let it for few hours but still nothing happened, i tried to connect to PC but still no effect, it never fall before, does anyone know what could be the problem?

how much it would cost me to repair it?

Does anyone know which shop is recommended to repair my tab beside Samsung repair center? (Lowyat plaza or Puchong or Sunway area)
