Rawang -- How's the living?

Hi folks! My friend and I are planning to move to Rawang for cheap rent + starting our own small online business. The houses look nice and cheap mostly, especially since not too many people are keen on investing there. Have some questions, would really appreciate it if anyone can help us out.

Specifically we are looking to move to M Residence area or Country Homes.

1. What's the crime rate like in Rawang? What are the most common crimes? We have relatively valuable PCs, and are both female. How likely are break-ins, robberies, assaults, etc.?
2. What's the internet like? We're not expecting PJ speeds but we'd like to be able to download a few GBs a day without problems.
3. How's the cycling? We usually cycle 30+ km everyday as exercise. I know Kundang area is a popular cyclist detour, what about Rawang area?

If y'all think Rawang is a bad choice, any other recommendations? We'd like to keep rent under 1000 for a house, which limits our choices. We're also spoiled entitled kids who like it to look nice too. A bit sick of the city so don't mind living in the middle of the nowhere if we have to.

Another place we currently considering is Setia Hill, but Rawang looks more connected with the KTM and the malls.

How do you set up paypal?

So um, basically I'll be leaving for college next year and I need to apply for PayPal for various reasons. (Accepting commissions, online transfer, etc.) Unfortunately, my mom isn't exactly very literate and have trouble understanding the bank people about what needs to be done. Right now - I have a PayPal account, and a bank account in Public Bank.

And what I need help with is... :

1. How do you connect the bank account to the PayPal. I connected it through PayPal, but it's permanently on "Checking Account". The guys at the bank told my mom something about an internet code from their bank website, which she promptly forgot, so now I have no idea what step I'm missing.

2. Are there any limitations to Malaysian PayPal currently? I heard some time ago that it was only possible to receive payments and transfer money OUT of PayPal but not into it. Was it true, and is it still true?

3. If that's all too confusing, please at least provide me a general walkthrough of what needs to be done.

I'm using Public Bank. Thanks a lot in advance!
