Booting PC after setting up

Hi, I tried to upgrade my old PC recently by installing new Graphic card and Hard disc.
After setting everything up and start booting, it stuck at the BIOS page and start beeping.
I can't even control my keyboard.

Does anyone here know what's the problem?
Please help

1. Am travelling to Hokaido, was wondering is there any recommended game store to get Nintendo switch?

Router Problem or Internet Problem

having problem with my internet connection recently
every time when i leave my laptop and go to have a lunch or where
when i'm back the connection will become limited access even i connected to my router
i can't even enter the router configuration to fix it.
so i called the internet customer service and they help me reset it
after that i can use it for a few hour and then the problem comes again
and today i try to connect my internet using LAN and yes it is successfully connect to internet
and then i try to unplug my LAN and use the WLAN again and it still limited access
so i wonder is it my router problem or my internet connection problem?
and how can i fix it?
i've been reset,reopen my router for many times
