Transferring tendered number plate to parents

I successfully tendered a number via JPJ eBid in January this year, and am thinking to transfer it to my mum.
Does anybody know if such a transfer is allowed by JPJ and if yes, what is the procedure to do this ?
Do I need to write in to JPJ and include supporting documents such as birth cert, etc ?

Sending car to Service Center during MCO

I've made an appointment to send my car to the SC, but the service center is located 16km from my house.

Is the appointment booking notification sufficient to get thru the roadblocks, or do I need to
apply for permission from the nearest polis station to travel more than 16 km from my house ?
