Suggestion needed for dog skin problem

My dog is Pomeranian, 2years old now.
Start from 7month ago, he has red spots and itchy over whole body. Can see he is very uncomfortable, I already bring him to vet for injection and taking antiboitic now, but the condition is seems the same.
now is every 2weeks go back to vet to check and each time also will be giving injection for him, then the condition will slow down a bit, but after will come back again.
I had did blood test and skin test for him already, vet told me they are not sure of the root cause as well. Due to the blood test showing he don't have any sensitive problem and the skin test show that he don't have any infection and no mites/ticks.
He told me that this sickness can't be cure, just can give medicine to control only. But now I feel the medicine already not working on my dog, he still very itchy even after injection.
My dog condition now:
- keep scratching
- red spots, sores and bumps on the skin.
Any suggestion will be appreaciate.
