Heavy BitTorrent Throttling?

These few weeks I've been experiencing weird issues with BitTorrent downloads.
Before, I can get really good speeds of up to 130kB/s on almost any good torrent.
Recently, the speed dropped to 0kB/s with not a single seed/peer being able to connect.
At certain times of the day, usually an exact time (e.g. 1:00AM, not 1:37AM or any odd number), the connection would work but at very low speeds such as 10kB/s even on torrents with 2000+ seeds.
I've tried asking other people and it seems like I'm the only one experiencing these issues.
Ports are forwarded, there is no firewall, settings in uTorrent are checked for mistakes and router is reset just in case. No effect AT ALL.

Anyone knows what might be causing this and if there are any ways to solve it?

Also, I seem to be only able to use 175.xxx.xxx.xxx and 115.xxx.xxx.xxx IPs.....
