Desperate immigrants paid bribes

A university staffer began taking occasional bribes to help friends win visas with false English marks but soon had a business catering to desperate immigrants, a West Australian corruption hearing has heard.

The state's Corruption and Crime Commission (CCC) is investigating allegations a staff member at Curtin University was bribed to falsify results of English-language competency tests.

Applicants for permanent residency and work or students' visas must prove their competence under the International English Testing System (IELTS), which is relied upon by the Department of Immigration.

Keith Low, who came from Malaysia to Australia in 1999 as an international student, was acting coordinator of the IELTS at Curtin between February 2009 and July 2010.

Mr Low had been approached by his housemate Abdul Kader about whether he could change the test results of an acquaintance who was struggling to pass the test.

In evidence earlier in the week, Mr Low agreed to falsify the test results of Vishnal Pandya in mid 2009 in exchange for money, with Mr Kader acting as a middle man.

Under questioning by counsel assisting the CCC Peter Quinlan, Mr Low admitted the operation had become a lot bigger by June 2010.

"It had gone from something early on that was done occasionally for friends of friends," Mr Quinlan said.

"Would you agree it had become something of a commercial enterprise with large numbers of people taking the test on the test dates?"

Mr Low replied: "I did, yes, I did mention to Mr Kader and did question him about where were all these people coming from based on the information that he was giving me."

Between March and June 2010, Mr Low received several cash payments of $1000 and $3000 from visa applicants, as well one larger sum of $7000.

He said he was unsure how much money he had made through the operation, but bank statements suggest it was more than $30,000.

One of those who paid a bribe to have their IELTS score changed was student Talwinder Singh Pannu who had continually failed to achieve the score to qualify for permanent residency.

With his visa about to expire, Mr Pannu asked his housemate Manpreet Singh for help and he told him he knew someone who could change his scores if he was bribed.

Mr Pannu told the hearing he was becoming desperate to get his permanent residency.

He said Mr Singh knew that not only he but his nine housemates were also having trouble getting their desired IELTS score and had become desperate.

"Because you're working like till night, 12 or one o'clock, and in the morning you're going for test at eight o'clock, I guess, and it's like not enough time to sleep," Mr Pannu said.

Mr Pannu paid $10,000 to have his test results falsified, much of which was borrowed from friends.

In April last year Mr Pannu attempted to leave the country but was arrested because he was required to give evidence before the CCC as part of the investigation.

The hearing before Acting Commissioner Mark Herron is due to finish on Monday.

“DPPN Pk berharap Kerajaan Negeri Perak dapat menjelaskan kedudukan sebenar, agar semua ibu bapa lega dengan jaminan bahawa kerajaan negeri akan menanggung kos perbelanjaan kecemasan ini untuk semua pelajar Perak pulang semula menyambung pengajian mereka selepas berakhirnya kemelut di Mesir jika Kerajaan Pusat tidak menguruskan pemergian kembali mereka ke sana,” katanya.

MALAYSIAN opposition leader Anwar Ibrahim has urged the Gillard government to step up pressure against his homeland.

Dr Ibrahim will meet MPs in Canberra today to encourage them to join a parliamentary delegation to Malaysia.

The former deputy prime minister is facing an extended jail term should he be found guilty of the apparently trumped-up charge of sodomy, which remains a crime in Malaysia.

He spent six years in prison for earlier charges of corruption and sodomy, convictions that were overturned on appeal.

Speaking on Sky News yesterday, Dr Ibrahim decried the electoral process as "fraudulent" and said it was up to Australia and New Zealand as the leading Western democracies of the Asia-Pacific to raise concerns about the limitations on freedom and democracy in his homeland

He noted that a delegation from the European Union had recently toured Malaysia and urged the government led by Prime Minister Najib Tun Razak to be more "proactive" in protecting human rights and justice in the country.

"It's generally expected for a country that professes to have democracy to also support universal principles, including democratic values," he said, in reference to Australia.

"They cannot just consider and go to Malaysia and say, 'Well, it's a great moderate Muslim country'. I would consider that an insult. How do you consider a Muslim country moderate when it's so corrupt?"

But he conceded he might have more luck convincing individual MPs to rally to his cause than any formal representation from the Gillard government.

"We have difficulty in persuading governments to go and have a look, but probably we can persuade MPs to express themselves," said Dr Ibrahim, who was deputy prime minister from 1993 to 1998.

"Where else would we look to in Asia, if not Australia-New Zealand, to at least express their views and their concerns, and now Indonesia of course, which is a great friend and ally."

Najib (pix) was asked to comment on a statement by Anwar that he considered it an insult when countries hailed Malaysia as a great Islamic country.

Anwar had made the comment in what is seen as an effort to coax Australian Prime Minister Julia Gillard to apply pressure on the Barisan Nasional government to end what he alleged were corruption and electoral fraud.

The opposition leader had made the claim in an interview with Sky News Australia two days ago in an effort to garner international support after apparently having failed to obtain US backing over his sodomy accusation. -- Bernama

KUALA LUMPUR, Nov 15 — PAS will always open its door to former members of other political parties, including former Parti Keadilan Rakyat (PKR) Federal Territory chief Datuk Zaid Ibrahim, to join the Islamist party.

PAS vice-president Datuk Husam Musa who said this, revealed that PAS had previously offered Zaid a place in the party but he preferred to be with PKR.

“He (Zaid) is in a position to join any party... we did invite him to join PAS before but he declined, so it’s up to him now to join which party,” Husam told Bernama after he was interviewed by Bernama TV on its “Hello Malaysia” programme at Wisma Bernama, here, today.

Zaid, who is former minister in the Prime Minister’s Department, had on November 8 made the shocking decision to quit all his party posts and to withdraw from the contest for the PKR’s deputy presidency, citing cheating in the party elections as his reason.

He also called on PKR advisor Datuk Seri Anwar Ibrahim and its vice-president Azmin Ali to withdraw from the party, blaming them for the problems in PKR.

On PAS’s defeat by Barisan Nasional (BN) in the Galas state seat by-election on November 4, Husam said PAS accepted the result with an open heart, but the party would from now on pay more attention to BN.

“BN seemed very happy with the victory but what is more important is how BN draws up its strategy for the next general election. That is what PAS is more concerned about,” said the Kelantan state executive councillor for Economic Planning, Finance and Welfare.

In the Galas by-election, PAS candidate Dr Zulkefli Mohamad lost to BN’s Abdul Aziz Yusoff by 1,190 votes.

Asked about the party’s preparations for the next general election, Husam said PAS would step up efforts to get more people, especially youths, to register as voters and to strengthen co-operation among the Pakatan Rakyat component parties.

“We have other strategies which we will discuss later, to ensure Pakatan Rakyat does even better in the 13th general election,” he said. — Bernama

Rupa-rupanya, flyers ini dihasilkan oleh jentera propaganda PAS di DUN Galas ini kerana terdesak akibat ketiadaan isu mengenai calon UMNO/BN Abdul Aziz Yusof. Ini diberitahu kepada saya oleh sumber yang boleh dipercayai.

Apa yang saya dapat simpulkan disini, penghasilan flyers ini telah mendedahkan kedungguan serta tahap kerendahan pemikiran jentera gerak saraf PAS termasuklah bloggers mereka sekali.

Jika menurut flyers tersebut, calon UMNO/BN Abdul Aziz Yusof telah tamat pengajian dan menerima Ijazah Sarjana Muda pengajian perniagaan pada tahun 1988 dari Universiti Utara Malaysia Sintok Kedah. Betulkah begitu kerana apa yang saya tahu, UUM telah ditubuhkan pada tahun 1986.

Dua tahun sebelum itu, UUM hanya dikenali sebagai Sekolah Pengurusan Perniagaan (Bussiness Management School). Takkan pengajian bagi peringkat Ijazah hanya mengambil masa 2 tahun sahaja?

Lagi satu, mengikut rekod di KESEDAR, Abdul Aziz Yusof sudah berkhidmat selama 30 tahun di situ bermula dari beliau berumur 19 tahun. Tiada rekod pun samaada beliau mengambil cuti melanjutkan pelajaran ataupun cuti bagi meneruskan pengajian.

Ini membuktikan bahawa flyers yang dihasilkan oleh jentera gerak saraf PAS dan dihebohkan oleh bloggers mereka sebenarnya bertujuan untuk memalukan calon UMNO/BN.

Semua ini menunjukkan betapa terdesaknya jentera PAS di Galas untuk memburuk-burukkan calon UMNO/BN. Flyers ini juga memberikan satu signal bahawa PAS amat takut dengan pengaruh calon UMNO/BN yang bersih dari sebarang isu.

SINGAPORE - Sighted at Ulu Pandan Road at 2am Monday morning, the "bear" that had set curators from the Wildlife Reserves Singapore on a wild bear chase turns out to be a man in costume.

Philips Electronics Singapore told AsiaOne that the "bear" spotted in Ulu Pandan is a mascot deployed as part of a guerilla marketing campaign to launch a new shaver.

The electronics company had employed a social media agency, The Secret Little Agency, to film someone in a custom-made bear suit. The video was first uploaded on citizen journalism website STOMP by Philip3D who said he was driving along the road with his son when the spotted the animal near a dustbin.

When news about the "bear" sighting broke, twelve employees of the Singapore Zoo, four police officers and three members of a nature group showed up at the scene to search the forest for the animal.

In a statement, Philips said: "We acknowledge that the resemblance of the mascot to a live bear has caused some public concern in the neighbourhood where the mascot was sighted.

"We had anticipated the attention that the bear will draw but have no intention to cause any alarm. We would like to apologise for any concern caused."

Following media reports of a "bear" sighting, Philips said it has notified the relevant authorities including the Singapore Police Force and Wildlife Reserves Singapore that the "bear" spotted was a mascot.

The police is now investigating the incident. If what happened was an offence of public nuisance under Section 268 of the Penal Code, the company can by fined up to $1,000.
