epf withdrawal

hello to all sifu,

i got a problem here can any sifu plz help me

i have a house which was bought join account with my brother. the downpayment i used my epf.
this year i refinance the house but take out my brother name so the house got only 1 name. the agreement n loan is new.
so the dilemma, i wanted to buy another house. can i withdraw my epf fund to pay for the downpayment? is there any other way for me to withdraw my epf fund to buy the second house? as i cannot sell my 1st house bcoz my parent is staying there.
