i7 4790k Turbo Boost

I have an Intel i7 4790k running on Windows 10.

But it is capped at 4.00Ghz and doesn't go higher than that.

By looking at the BIOS, the processor manages to go to a turbo frequency of 4.3x Ghz .

Is Turbo Boost on Windows 10 the culprit here? Cause the frequency used to fluctuate before this and now it remains at 4.00Ghz.

BIOS and Device Manager can't detect the drive

Currently this is my specs

Asrock Z77 Extreme4
Intel i3 2120 @ 3.30Ghz
8GB RAM DDR3 1600
Seagate 750GB Momentus XT
2 x Sapphire R9 280 X (Selling off one cause Crossfire doesn't work as well as I expected)

I'm considering to upgrade to i5 3570K or should I wait and get a Z97 plus either Broadwell or Devil's Canyon?
