PC "won't boot" or something

The last time I made a thread here, I had a PC that immediately shuts down upon pressing the power button. I suspected the power supply has died, but some of you said it could also be the mainboard.

This time it's a little different.

When I press the power button, it powers up. The CPU fan, GPU fans and other fans start spinning. You can hear the startup beep. The DRAM MEM OK light blinks once.

But that's it. Nothing happens after that. Nothing appears on screen (however the monitor is picking up a signal because it behaves like the computer is shut down instead of giving the "check signal cable" message)

I also notice my peripherals aren't getting booted. The keyboard doesn't light up at all.

Lastly, the computer auto shuts down after a variable period of time.

So, what has died this time?

Want to confirm is it my Power Supply dead?

When I press the Power button, it lights up for a brief moment, and you can hear a brief whirling noise, kinda like fan starting to spin. Then everything stops. I try pressing the Power button a few times with the same effect, until it eventually wouldn't even produce the light and sound at all.

Thing is, I tried changing to other Power supplies (I had two in backup) but they end up with the same results. However, to be fair, those backup power supplies are also salvaged from older machines so I'm not even sure if they are already dead to begin with.

I'm about 90% sure the power supply is dead and thought of buying a new one, but I just want second opinions. Can it be any other problem aside from the power supply? Should I buy a new power supply and change it myself or being the machine over to a shop for diagnosis? Thanks in advance.

Is... my HDD dead?

My laptop suddenly started to load very slowly, and then eventually freezes with the loading light constantly on. Tried rebooting multiple times, still the same. Eventually when I run a CHKDSK it freezes at this screen.

So, is my HDD dead? Or could it be something else? I'm prepared for the worst, I just need to know what could be the problem before I send it for a fix.
