Need help to publish apps in Play Store

I have 1 apps that i build for android.
I want to publish that apps as paid apps on Play Store.
I know that Apple only allow the Merchant Account from Singapore in South East Asia.
I've heard that there was a company from Malaysia that offer to publish an apps by using their account.
Can somebody tell me which company that offer that service coz i really need it urgent.

i need an open source code for streaming videos to my webhosting.
for the video player, i have use jwplayer and flash video streaming using red5 media server...
now i need to chose which one can give smoother and lag-less video player...
i have read some forum say that i need to use load balancer so that if many user streaming can maintain the speed of the video.

for the search function, i need a searching forum function.
