A 15-acre plot in Petaling Jaya has been put up for sale for the second time in four years, but despite its prime location, interest has been weak due to its proximity to the collapsed Highland Towers in Ampang, Kuala Lumpur.

Originally, AmBank put up the property for sale in December 2013. Back then, the lender called an ‘expression of interest’ for 50 vacant freehold bungalow lots together with 111 units of the 138 units in Highland Towers, where one of the three blocks have toppled.

Although an AmBank employee refused to divulge the particulars of the new sales exercise, as well as the reason they failed to sell the land parcels four years ago, he said interested parties may fork out RM200 to purchase an information pack containing the details of the properties, as well as the terms of the transaction.

The properties would be sold on an ‘as is where is basis’, meaning the land would be acquired in its current condition. Thus, the buyer should beware as the deal will not come with any express or implied warranty, and there may be possible issues with the property. Deadline of the bids is on 18 January.

According to Henry Butcher Real Estate CEO Tang Chee Meng, one possible reason the plot was not successfully sold in 2013 is due to the area’s tragic history.

“That location comes with a stigma. Even banks are cautious about that location and even if a developer were to succeed in making that acquisition, banks would need a good reason to finance the development.”

On 11 December 1993, one of the three blocks at Highland Towers collapsed, killing 48 people. Subsequently, a series of landslides and land-related accidents occured there.

“Because of what happened to Highland Towers, there could be a certain bias in that location. People are concerned whether there would be another landslide and even if a developer were to build there, the question is, will people buy?”

Moreover, the property’s price may have fallen or remained unchanged since December 2013. “It would not have gone up,” he said, Tang who declined to give an estimate.

Amidst the current situation of Malaysia’s property market, Tang opined that developers are unlikely to spend a large amount of money on projects that cannot be launched within three to six months after the purchase.

“This is a lot of money unless you can immediately commence development. If a developer buys a parcel and does not have the development order – submission for approval takes one to two years – its holding cost would be substantial. Secondly, selling in today’s environment will also be an issue,” he noted.
Nevertheless, Chinese developers could be interested on the land, as they are on the lookout for plots within 50km from the city as well as along the sea shore. This is due to the One Belt One Road project, an economic initiative by the Beijing government to create a land and maritime route spanning the globe.

“Local developers are very selective, the Chinese not so,” Wong said last month, adding that the 15-acre land parcel surrounding the Highland Towers would have been sought-after if not for its tragic past.
