[HELP] AMD FX8320E Underclocked

I've reset my motherboard bios and my cpu showing 3.2Ghz but in CPU-Z it's 1.4Ghz. All my games are lagging because of this and I'm getting way low fps. What is the solution for this? How can I get the default or overclock it?

I have pretty big problem. I have a file but don't know the password. I'm just wondering who can crack MS Word 2007/2010 open password protection?

BTW I've tried some kind of brute force attacks and dictionary attacks also , didn't work.
