Saya telah dilabel dan ditandai sebagai “TCO” dalam sistem kawalan sempadan, oleh satu pihak cawangan khusus. Seolah-olah saya ini adalah seorang penjenayah berbahaya, dikaitkan dengan satu sindiket dan gangster, atau persona non grata – di tanah air saya sendiri.<br /><br />2. Sudah tentu saya sangat kecewa dengan keadaan ini. Ia bukan sekadar label, tetapi saya di “tahan” dan dibawa ke tepi, satu panggilan akan dibuat dan perlu mendapat persetujuan satu cawangan khusus sebelum dibenarkan keluar dari kawalan sempadan, untuk setiap kali keluar-masuk sempadan, walaupun sekadar ke Sabah dan Sarawak sejak suku ketiga tahun 2024.<br /><br />3. Dalam sistem keselamatan negara, “TCO” merujuk kepada “Travel Control Office/ Order” oleh pihak berkuasa – satu bentuk penandaan terhadap individu yang dianggap berisiko oleh pihak tertentu, walaupun tanpa sebarang kesalahan dibuktikan secara sah. <br /><br />4. Status ini membolehkan segala pergerakan, komunikasi, dan interaksi seseorang dipantau secara menyeluruh, senyap, dan berterusan. Ia dilaksanakan atas nama “untuk keselamatan negara” atau “untuk kestabilan politik”, tetapi realitinya sering digunakan sebagai alat politik dan cara mudah untuk untuk mengumpul maklumat politik pihak lawan, sebagai usaha untuk mengawal dan menekan suara tertentu.<br /><br />5. Ke mana saya pergi, siapa yang saya temui, dan apa yang saya perbualkan – semuanya menjadi perhatian pihak tertentu dan perlu dilaporkan oleh satu cawangan khusus kepada pihak political master atau operator utamanya.<br /><br />6. Inilah realiti harian yang saya hadapi. Dengan perkembangan teknologi canggih hari ini, mereka mungkin juga cuba mengetahui isi perbualan saya dengan individu tertentu, terutama pimpinan politik.<br /><br />7. Adakah telefon saya dipintas? Sudah tentu. 100%.<br /><br />8. Adakah saya diikuti ke mana-mana saya pergi, walaupun atas urusan peribadi ? Sudah tentu. Tanpa ada keraguan.<br /><br />9. Bagaimana saya tahu semua ini ? Sebenarnya, kita tidak perlu pun menjadi pintar untuk mengenal pastinya, dengan beberapa ujian dan umpanan mudah, perkara akan jelas seperti siang yang terang benderang. Kita tidak perlu mempunyai ilmu counter-surveillance untuk mengenal pasti anasir yang memantau kita – kerana kehadiran operatif dan elemen mereka adalah sangat ketara dan mudah dikenal pasti menerusi pemilihan kenderaan yang mereka gunakan, kereta yang statik, cara mereka berkomunikasi, pejalan kaki (spotter), dan sebagainya.<br /><br />10. Kenapa sampai ke tahap ini ? <br /><br />11. Ini berlaku adalah hanya untuk meredakan paranoia segelintir pihak, yang tanpa ada keperluan untuk merasakan tidak stabil dan terancam.<br /><br />12. Negara yang benar maju demokrasi dan institusinya, mempunyai ruang kawalan di bawah Parlimen seperti &quot;Jawatanakusa Terpilih Risikan &quot; sebagai kuasa pengawal (oversight) untuk menghalang salah guna kuasa jentera dan aset kerajaan terutama oleh pihak berkepentingan politik dan kewangan. Dalam hal ini, sudah ada rakan Ahli Parlimen yang ingin membangkitkan salah guna kuasa TCO dalam sidang Dewan Rakyat yang akan datang.<br /><br />13. Selain saya, dimaklumkan bahawa ada seorang lagi tokoh utama pembangkang yang juga berdepan dengan label tier TCO ini. Sudah tentu saya dan rakan berkenaan tidak akan berdiam diri.<br /><br />14. Penyalahgunaan sumber kerajaan sebagai senjata politik seperti ini – satu trend yang merosakkan kebebasan peribadi dan merubah struktur negara yang sepatutnya bersifat adil.<br /><br />15. Jika ini dibenarkan berleluasa, saya tidak hairan jika instrumen yang sama juga sedang digunakan terhadap orang awam, NGO, badan bebas, dan sesiapa sahaja yang mempunyai pandangan yang tidak sehaluan dengan parti pemerintah. Mungkin sedang digunakan pada masa ini.<br /><br />16. Dan seperti biasa, alasan yang diberi adalah &quot;demi keselamatan negara&quot; dan ianya adalah untuk kepentingan awam – walaupun hakikatnya ia hanyalah demi kelangsungan politik semata-mata.<br /><br />17. Negara ini tidak akan maju jika suara yang berbeza terus dibungkam, dan kuasa digunakan untuk menakut-nakutkan rakyat. Sudah tiba masanya kita membina budaya politik yang lebih matang, terbuka, dan sejahtera – di mana perbezaan pandangan bukan satu ancaman, tetapi asas kepada demokrasi <br />yang sihat dan aktif. <br /><br />18. Hanya dengan keberanian untuk berubah dan keterbukaan menerima pandangan yang pelbagai, barulah kita dapat melangkah ke arah sebuah Malaysia yang lebih adil, inklusif, dan benar-benar sejahtera untuk semua etnik, bangsa dan anutan agama yang ingin hidup dalam keamanan dan Malaysia yang sejahtera.<br /><br />Dato’ Seri Ir. I have been marked and flagged as “TCO” in our border control system by specific branch operatives, as if I were some sort of high-threat criminal, associated or part of dangerous syndicates and gangs, or a persona non grata - in my own country.<br /><br />2. I am thus, justifiably, disappointed with the circumstances. It is not just a label, but I was stopped and pulled aside on hold; a phone call and additional clearance needed from this specific branch before I could be released for every movement in and out of the border even to Sabah and Sarawak since the last quarter of 2024.<br /><br />3. In our homeland security systems, &quot;TCO&quot; refers to the &quot;Travel Control Office/Order&quot;, a designation often assigned by a specific branch to individuals deemed a &#39; risk&#39; or &#39;threat&#39; even if there is no such evidence to prove they have committed anything worth the shown level of alarm.<br /><br />4. This ‘status’ enables complete, stealthy and continuous surveillance of all forms of movement, communication and interactions of the person of concern (or of interest). It is done, so nobly under the guise of ‘national security’ or ‘political stability’, when in reality, it is often wielded as a political tool and an easy information gathering method on political adversaries, in an attempt to control and pressure certain voices.<br /><br />5. Where I go, who I meet and whatever I talk about with any individual - are apparently all of interest to certain people and thus need to be reported by a specific branch to the political master or the main operator.<br /><br />6. This is my day-to-day reality, even if I’m only going to Sabah or Sarawak. With the advances in technology today, they probably try to pry on conversations I have with certain individuals, especially political leaders.<br /><br />7. Is my phone tapped? Of course. 100%.<br /><br />8. Am I followed everywhere, even on my own personal matters? Yes, absolutely. Without a doubt.<br /><br />9. How do I know this ? Well, you don’t have to be a genius to figure that out, with some simple tests and bait, the matter is as clear as day. It doesn’t take a trained eye in counter surveillance to be able to spot these watchmen. Their operative’s and element’s presence is obvious and identifiable through their vehicles of choice, strangely idling vehicles, the way they communicate with each other, pedestrian spotters etc.<br /><br />10. Why go to this extent?<br /><br />11. To ease the paranoia of some people, who feels unnecessarily unstable and threatened.<br /><br />12. A truly democratic country and institution, would have a regulating body under the Parliament such as an “Intelligence and Security Committee” oversight, that would oversee any abuse of government resources and power especially by politically or financially-motivated parties. In regard to this issue, few fellow Parliament members have expressed the need to bring up the misuse of the TCO status in the coming Dewan Rakyat session.<br /><br />13. I am not alone in this situation; it has been brought to my attention that another prominent opposition figure faces the same tier of TCO label. Together, we will not stand by in silence.<br /><br />14. This blatant misuse of government resources as a political weapon - is a trend that will surely threaten personal freedom and impair state structure, a system which is supposed to be fair and just.<br /><br />15. If left to run unchecked, I wouldn’t be surprised to see the very same instruments being used against civilians, NGOs, independent bodies and others who voice an opinion contradicting the ruling parties. They might already be used as we speak.<br /><br />16. As usual, they will say it is a matter of ‘national security’ and that this is of great importance to the general public - when truthfully, it is driven by political purpose.<br /><br />17. This country will never progress if all difference in opinion is shut down, and power is abused to intimidate the people of this country. The time has come for us to embrace a mature, open and overall peaceful way of politics - where difference in opinion is not a threat but the building blocks of a healthy and active democracy.<br /><br />18. Only with the courage to change and a mind open to differing opinions, can we move towards a fairer, inclusive, and truly harmonious Malaysia, for people of all ethnicities, races and religions who wish for a peaceful and prosperous Malaysia.<br /><br />Dato’ Seri Ir.
