Buy a new launch house or owned house better?

I was planning to buy a house some time near...
However, which one is better?
A owned house that age about 10-20 yrs or a new launch house.
How about the pros and cons?

For the time being, i was planning on rent it out and move in for stay in the future if i buy a already existing house.
However i was thinking if i buy a owned house, i had to immediately start to pay the loan.
Some more the people that rent the house, will they be a good rental people? will they punctual on paying the rental?
For a owned house, is there still room for the house to increase in value?
If the house is so good, why the owner want to sell it?

Then if i go for new launch house...
First, i don't had to pay the loan immediately.
Second, if no accident, the house certainly will grow in value that will contra the high interest rate on the bank loan.

Can the expert out there add in a few point for me?
