Intel Core i3 and i7 do not have differences?

Intel Core i3 and i7 do not have differences?

My previous PC:

Intel Core i3 530 - 2.93 GHz
Asus P7H55-M Motherboard
Kingston KVR1333 DDR3 2 GB x 2
Western Digital Caviar Blue 500 GB HDD
LG 24x Sata DVD writer
Cooler Master Casing
Cooler Master Extreme Power Plus 500W PSU

New PC:
Intel Core i7 930 - 2.8 GHz
Gigabyte X58A-UD3R - Sata III , USB3.0
Gigabyte GTX460 1GB version
Kingston KVR1333 DDR3 2 GB x 3
Samsung Spinpoint F3 1 TB ( OS)
Western Digital 500 GB HDD ( Data)
Cooler Master Casing
Cooler Master Silent Pro M700 PSU

Estimated Price:
Previous PC - RM1.3k
New PC - RM3.5k

Problems:
1) I feel that the speed of new pc unsatisfy
- Boot Windows 7 need takes a long time ( Almost same as core i3, but during welcome screen there i3 look faster)
- Open microsoft word need 3 sec.

2)Computer Process
-After I install OS and drivers, my task manager process i see that already has 60+. Is that normal?
-Anyway, CPU usage can say that less than 10%, physical memory 27%, but speed still slow?

Conflicts:
1) I agree that there is a performance differences between i3 and i7 in gaming, just because new pc has gtx 460.
2) Regarding the boot speed, even clicking my computer or microsoft word, why speed of i3 and i7 can say similar, even i3 sometime faster
3) Hard disk problem? Must use SSD only can save my this problem?

Conclusion:

I am so disappointed for my new pc....
It is very very bad than i imagine before i bought it.

RM3k+ and 1k+ ...
But almost same.

I not gaming many, but i just hope that can open programs faster without waiting.
Is this dream impossible at all?
