CPU set no power, mobo failure or psu failure?

I have a pentium 4 system. When I press on the power button, the psu fan and cpu fan both are spinning. The little green light in the Asus mobo also light on.

But the harddisk is not spinning, also I can't eject the CDROM. No signal on monitor.

I have replace another PSU for testing, same result.

Is this a sign of burned mobo?
Any others steps I can proceed to diagnos the problems?
