How GAE send instant message to raspberry pi?

Did any know how Google app engine server send instant message to raspberry pi ? For example, when mobile apps update data to GAE server and GAE server will automatically send a message to inform raspberry pi there has a new data updated on the server.
I'm using python in GAE.

Now I have done clock function and set time function.
But I want to add a function that is set alarm and alarm snooze function using asm code.
I dont know how to add on this setting alarm, because timer will interrupt automatically every 1ms.

my input data is come from serial port
