[Help]Computer display problem

Just now I start my computer have display this weird thing. I cannot access bios or windows. Is this graphic card already spoil?

If Already spoil have any recommendations. Currently I using sapphire dual-x r9 270. Can recommended any model performance is near or more than this card, my budget is below Rm500 as I not playing any fps game

i just check all the price list of hawarezone... but very hard to find 24"..
