Buying apps on Play Store

i need some help to buy apps pon play store..
right now i hv 2 payment method..
first is maybank visa debit... the one with superman card..
i've activated the msos on thi card when i purchased something online before..
went to google wallet, add in card details.. when i try to buy apps.. it says this payment methos is denied..
so for those who hv succeeded buying apps, can u share with me how u do it?

another one is cimb kwik.. after some googling.. i read that its easier to use cimb kwik to buy apps..
i've registered for kwik..
went to google wallet to add kwik, it says problem authorizing my card.. contacted cimb twice n they were no help.. says everything fine with my account n they didnt know the right way to purchase on google play using kwik..

so can someone help me?

Unlimited Broadband

is there any broadband that hv unlimited quota like streamyx?
my uni internet block everything.. fb, youtube, this forum also blocked..
so i need a broadband to support my quite heavy downloading activites and surf those blocked website..

checked some isp.. all claim to be unlimited.. but once the quota used up.. the speed will be throttled down to super slow..

i wanna format my laptop..
i need to know how to backup the softwares in my laptop so i can use it after formatting my laptop..
there are some expensive engineering software that i hv bought n need it to work after i format my laptop..

Cannot detect hdd

my old laptop died already.. so i took out the hdd and use it as external hdd on my new laptop..
after a while the hdd does not work anymore.. when i connect it to laptop.. nothing come out..
but when i check at disk management.. this is what i see..

when i try to format or delete volume.. it willshow this error:

im currently using streamyx 4mb.. downloading files from seedbox can get speed up to 800kb..

hi. I wanna format my compaq presario cq42 notebook.. Currently on win 7 home premium n i want to upgrade to win 7 ultimate. already hv the iso in my thumbdrive (wanna boot from usb). my qstion, after fresh install the window 7, do i need to install any drivers as i read from some sites win 7 can detect drivers automatically. n if i do need to install them, does those drivers located in the recovery partition on my notebook?

i hv little knowledge about the hardware.. acer hv better processor, bigger hdd n cheaper..
4 the graphic card.. i dnt know which 1 is better..
why does acer cheaper even with better specs? does it hv poor build quality?
so, help me pls.. n if u can suggest other better notebook with price around 2100 also ok..
